About the Position:
This position serves as a technical lead with responsibility for coordination and integration of projects involving multi-disciplinary product delivery teams for large Civil Works construction projects such as multipurpose dams, river navigation structures, fish hatcheries, and fish bypass facilities. Coordination and management is required with the various elements individually and collectively in the scheduling of work, scoping, establishing criteria, budgets, resolving specific and general issues and conflicts, and to integrate all phases for the expeditious and timely execution of work. This position will be filled in the Electrical Design Section. The Electrical Design Section consists of six electrical engineers. This design sections provide a broad range of electrical design services in support of the Corp's civil works mission.

In this position, you will be responsible for directing the technical work of engineers and technicians in the development and review of design reports, contract plans, and specifications for assigned projects.
You will use technical knowledge of engineering principles related to engineering projects such as hydropower and other industrial facilities, in association with multi-discipline engineers and technical experts in developing scopes of work, Memorandums of Understanding (MOUs), quality control plans, budgets and schedules, and resourcing of jobs.
You will establish criteria for development of new engineering documents; conducts presentations for various audiences including Engineering and Construction staff, other agencies, divisions, senior management, and/or external stakeholders; resolves issues; and leads meetings with a wide assortment of professionals.
You will work within the framework of Project Management Business Process (PMBP) system and serves as primary contact for all customers on assigned tasks.

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as developing engineering features common to power generating facilities, multipurpose dams or industrial facilities such as a paper mill or petroleum refinery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
