The Veterans Service Representative (VSR) works as an employee in the Veterans Service Center. Incumbents of this position serve as the primary contact for the veteran and his/her representative or advocate and the decision-maker for compensation or pension claims. The VSR explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, and inputs data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it. Specific duties include but are not limited to:

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Physical Requirements: The work normally is mostly sedentary. However, there may be some walking, standing, and carrying of light items such as papers, books, or folders.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if you are eligible for a non-competitive hiring authority such as Schedule A,VRA, or are a 30% or more disabled veteran.) For a GS-07 position you must have served 52 weeks at the GS-05 (or higher) level or be currently serving as a GS-07 (or higher).

SPECIALIZED EXPERIENCE:
GS-07 Level:
In order to qualify, one year (52 weeks) of specialized experience is required. To receive proper credit for your experience, please be sure to include the dates of employment as well as the hours worked for each position in your resume. Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05). Specialized experience is defined as experience in two or more of the following: (1) interpreting or applying laws, regulations, or procedures; (2) analyzing reviewing evidence to make determinations; (3) researching routine issues to resolve discrepancies; (4) making decisions based on written rules, regulations, or laws, (5) explaining technical information to the general public.
Examples of specialized experience would typically include, but are not limited to:

A bachelors degree with Superior Academic Achievement (SAA). SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society;
OR
One full year of graduate-level education; (to be creditable, such education must demonstrate the knowledge, skills, and abilities {see "Competencies" in the Requirements section} necessary to do the work);
OR
Equivalent combinations of Specialized experience and Graduate-level education (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.)
