The primary purpose of this position is to perform developmental assignments which are designed to provide the member, who is serving in a developmental capacity, experience in pre-award and post-award functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts. Provides business advice to the customer.
APPOINTMENT REQUIREMENTS: Excepted Civil Service. Individual selected must be assigned to a commissioned officer/enlisted position in the New Mexico Army National Guard. Individual must wear the uniform as prescribed by National Guard Bureau policies and the Adjutant General of New Mexico. Employment is contingent upon successful completion of a pre placement physical examination.
BASIC QUALIFICATION REQUIREMENTS: The basic qualification requirements are indicated below. These qualification requirements must be met, in addition to any military requirements, in order to be found qualified for and selected to this position.
SPECIALIZED EXPERIENCE (Prepare written justification to the following KSAs as an attachment to your resume/application):
1. Knowledge of directly applicable statutory provisions, regulations, and procedures to be able to perform well-defined and well-precedented procurement functions.
2. Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well-defined and well-precedented.
3. Knowledge of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.
4. Knowledge of formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialized services, commodities, or construction.
5. Knowledge of contract price/cost analysis techniques sufficient to perform basic analysis for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable.

EDUCATIONAL REQUIREMENT:
1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
2. At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
GS-07, Entry Level One. Must meet positive education requirement. Candidate must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Applicants should have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Those Dual Status Technician applicants, who completed the Contracting Apprentice Course and were awarded the applicable and compatible military skills are considered minimally qualified for the GS-07 position. As a condition of continued employment in the GS-1102-07 positions, employees must complete Level One Certification within 24 months of appointment to their positions.
GS-09, Intermediate Level Two. To qualify, candidate must have Level One Certification awarded. Must meet positive education requirement. Must have at least 12 months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program. As a condition of continued employment in the GS-1102-09 position, the employee must complete Level Two Certification within 24 months of appointment to the position.
RE-PROMOTION STATEMENT: New Mexico Army National Guard technicians who were previously downgraded from a grade equal to, or higher than that advertised at the target grade in this announcement, and who are still receiving pay retention benefits from that downgrade, may be considered for this position as an exception to competition. Technicians who desire re-promotion consideration must send a letter to the Human Resources Office, prior to the closing date of this announcement, requesting consideration for re-promotion.
