The GAO Executive Candidate Assessment and Development Program (ECADP) is a highly competitive program designed to develop a talent pool of employees for assuming executive level positions within GAO. Generally, the program lasts from 18-24 months and may vary in length depending on the needs of the participant and the organization.
The primary objectives of the program are to:
• Identify highly qualified and diverse group of individuals who demonstrate the potential for executive leadership and possess the basic attributes necessary as a GAO executive;
• Provide formal training and developmental opportunities that are designed to enhance and augment the participants' basic managerial skills, competencies and abilities;
• Develop participants' competencies necessary for successful performance in SES positions; and
• Prepare participants for appointment into the GAO SES.

GAO is searching for high-potential leaders with broad experience in audit and evaluation to participate in training and challenging developmental experiences designed to enhance their leadership competencies. Learning opportunities will include a rotational assignment, leading a GAO-wide special project, and participating in external executive leadership development programs.
Specifically, candidates selected for the program will:
• Participate in skills assessment workshops to identify individual needs and develop an individual development plan (IDP) that identifies core and elective developmental training activities which focus on increasing executive competencies and broadening organizational perspectives about GAO;
• Receive mentoring and counseling from a current member of GAO's SES;
• Participate in rotational assignments as an Acting Director of a mission team or support office; assisting in the planning and execution of responsibilities for the auditing, review, evaluation, and reporting functions of GAO in the assigned area of strategic focus;
• Participate in the assessment of managerial strengths and weaknesses;
• Receive executive training through in-house courses and courses offered by external sources;
• Attend seminars with executive development staff and top management concerning GAO executive management, operations, and congressional relations;
• Participate in developmental assignments, such as responsibility for leadership of a GAO-wide special project of interest to the Comptroller General; and
• Be expected to testify before Congress if the opportunity presents itself.
Candidate Status While in the Program
Candidates selected from within GAO will remain in their position of record while in the program. Candidates selected from outside of GAO will be hired into a GAO position at a Band III level, which is equivalent to a GS-15.
Candidates will be evaluated at various stages of the program to assess their development.
Successful completion of the program does not guarantee selection for an SES position; however, candidates will remain eligible for a noncompetitive appointment into the SES for a period of two years following completion of the program.

Based on the staffing needs, multiple selections may be made through this vacancy announcement. Most vacancies are in Washington, DC. There is no guarantee that positions will be filled in each of the listed duty stations.
Travel and relocation expenses will not be paid for by the GAO.
