Permanent Career Seasonal This is a permanent, career seasonal position. The work schedule provides for at least 26 weeks (13 pay periods) of full-time work and up to 26 weeks (13 pay periods) of non-duty/non-pay time per year. It is possible that work time can be extended. When your services are not required due to lack of work, lack of funds, weather conditions or for other reasons, you will be placed in a non-work/non-pay status. You will have the option to continue your health coverage while in non-pay status.
Non-pay time for this position is expected to be 13 pay periods, during the months of October-March.
Limited government housing may be available in Denali.

The assistant helicopter managers of the Alaska Western Area Fire Management Programs and Alaska Eastern Area Programs is primarily responsible for daily operations of the Fire Exclusive-use helicopter under the direction of the Helicopter Manager. Duties include wildfire initial attack, extended attack, fuels management, fire ecology, other all-risk incidents including search and rescue, resource helicopter operations, contract administration, and record keeping.
Ensures all Bureaus, Department, FAA, NTSB, and OSHA safety regulations and policy are strictly enforced for helicopter, suppression and project activities.
Serves as designated Project Inspector (PI) performing day-to-day administrative duties as delegated by the Contracting Officer's Representative (COR).
Responsible for acquisition, inventory, monitoring and maintenance of helicopter support vehicles, equipment and accessories, aerial ignition equipment, personal protective equipment, etc.
The incumbent provides technical expertise for helicopter operations, instructs fire and aviation related courses as qualified, and performs other duties as assigned.
Prior wild land firefighting experience is a mandatory pre-requisite, ICT4 or ICT5 and HMGB qualifications are required.

Examples of specialized experience include: work in the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range; range or forest fire control, prevention, or suppression work.
For the GS 7:
Specialized Experience: One year of specialized experience equivalent to the GS-06 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience must have included: (1) personally performing in Wildland Fire Helicopter Operations, and at least one of the following wildland fire-fighting functions: Initial attack and Fire-line Suppression Operations; Prescribed Fire Operations; Engine Operations; and (2) personally leading or supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire.

A combination of specialized experience as described in A and graduate education as described in B when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. Mandatory screen-outs:
WILDLAND FIREFIGHTING: You must have a minimum of 90 days of wildland firefighting experience. Wildland fire experience is defined as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal or equivalent private sector fire position. Periods of wildland firefighting experience gained through militia and rural fire departments can also be credited.
HMGB: You must possess the National Wildland Fire Coordinating Group qualifications of Helicopter Manager (HMGB, previously HCWN, HELB or HEMG) Applicants must include a copy of the IQCS Master Record or equivalent in their application material.
ICT 4 or ICT 5: You must possess the National Wildfire Coordination Group (NWCG) qualification of Incident Commander Type 4 (ICT4) or Type 5 (ICT 5). Applicants must include a copy of the IQCS Master Record or equivalent in their application material.
