VA North Texas Health Care System (VANTHCS) is the second largest and most complex VA system in the nation, comprised of the Dallas VA Medical Center, Sam Rayburn Memorial Veterans Center in Bonham, Fort Worth Outpatient Clinic and Tyler VA Primary Care Clinic. VANTHCS includes five Community-Based Outpatient Clinic (CBOC) locations as well as an annex clinic located three miles from Dallas VAMC. A Fisher House is located on campus at Dallas VAMC. The position is located in Dallas at the VA North Texas Health care System and will be in the Comprehensive Homeless Program. The position is a community outreach position and is associated with the HUD/VASH Program.
The HUD/VASH Program is a partnership between the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs that provides intensive case management, supportive services and subsidized housing vouchers for eligible homeless Veterans. The HUD/VASH Program allows eligible Veterans to obtain safe, affordable, accessible, permanent housing in a location of his/her choice. The primary goal of the program is to help move Veterans and their families out of homelessness. A key component of the program is intensive case management provided to chronically homeless Veterans.
Housing First is an approach that centers on providing the Veteran, who is chronically homeless, coming directly from the streets, with both severe and moderate psychiatric disabilities and addiction disorders, and the Veteran's family with housing quickly and then providing additional services as needed. The Program will provide community-based care coordination, diagnosis and treatment of disease, documentation of assessments and interventions, health promotion, education and counseling, history and physical, discharge summary, obtain consent for procedures or treatments to be performed by the PA and for procedures for which the PA actively participates as an integral member of the treatment team performing the procedure such as assisting the primary physician, obtaining laboratory specimens, ordering laboratory, radiologic, and diagnostic tests, participate in ongoing professional practice evaluation, focused professional practice evaluation, and other quality assurance activities, perform EKG, perform PPD and anergy skin testing, perform visual and dental screening exams, preparing treatment plans, prescription initiation and refill of routine non-narcotic/non-controlled medications for both medical and psychiatric conditions, preventive health screening, requesting consultations, venipuncture, and writing treatment orders.
Emergency Core duties authorize the PA to carry out emergency life-saving activities to include CPR, treatment of acute respiratory failure, Advanced Cardiac Life Support (if certified), and treatment of life threatening traumatic injuries when a patient's clinical condition warrants prompt action. Assistance by a physician should be sought in such cases. PAs are also authorized to perform Prevention and Management of Disruptive Behavior (PMDB).
A government driver's license will be needed. Incumbent may transport patients.
Work Schedule: 8:00 am to 4:30 pm, Monday - Friday.
Functional Statement Title/#: Physician Assistant / 000000. An approved Scope of Practice (SOP) for Mental Health Service Physician Assistants is on file and will include performance for all Mental Health teams in the Dallas VA Medical Center.

Physical Requirements: Incumbent must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others. The work may require extreme patience in controlling one's emotions. The work may require using appropriate technique to physically restrain clients who present a danger to self or others. The work may also require assisting physically disabled clients and may include lifting them.Work is typically performed in a clinical setting that involves everyday risks or discomforts which require safety precautions typical of hospitals, offices and meeting rooms. Some work is performed in a setting away from the office where the environment cannot be controlled. There may be occasional risk of physical harm that may require special precautions and training.
Restriction. Under no circumstances may this occupation be used to employ physicians or other health care providers who do not meet the applicable qualification standards for their occupation. All PAs must meet the requirements in paragraphs 2a through f above.
Grandfathering Provision. Effective with the issuance of this new qualification standard all PAs are required to have a Bachelors Degree and maintain certification. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
a. PAs on VA rolls prior to the implementation date of this standard who do not meet the minimum academic level of a Bachelors degree are exempted from this requirement.
b. PAs on VA rolls prior to March 12, 1993 who are not NCCPA certified remain exempt from the NCCPA certification requirement. However, a PA who subsequently became or becomes certified is no longer exempt and must maintain certification as a condition of employment.
c. PAs who have been grandfathered and subsequently leave the PA occupation lose the grandfathered status and must meet the full VA qualification standard requirements in effect at the time of reentry to the PA occupation, unless a waiver is approved by the Under Secretary for Health.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GRADE REQUIREMENTS. In addition to the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade for appointment or promotion eligibility. Requirements for appointment or promotion to a specific grade are based on the candidates ability to demonstrate the elements described.
Full Grade. In addition to meeting the basic requirements, individuals appointed to this grade must meet all the following requirements:
(1) Experience / Education. None beyond the basic requirements.
Intermediate Grade. In addition to meeting the basic requirements, candidates must meet all requirements described in this standard for Full Grade through VA employment or non-VA PA positions with equivalent scope and complexity.
