The Deputy Federal Security Director (DFSD) - Security is the second highest-ranking Transportation Security Administration (TSA) authority responsible for the leadership and coordination of TSA's security activities within the airport, reporting directly to the Federal Security Director (FSD). As the DFSD – Security, you will be expected to assist the FSD in leading a large, complex organization which is charged with monitoring the daily security operations of the airport. You will be responsible for the overall day-to-day security operations, including deployment of security technology, deployment of staff, scheduling, risk management, compliance and inspections, law enforcement, stakeholder relations and screening operations. You will analyze and evaluate highly complex issues, and advise the FSD regarding specific actions that need to be taken, and develop a range of alternatives that effectively establish new or revised plans for TSA security programs. You will identify areas of major concern, review and evaluate the effectiveness of current program management activities, resolve issues containing controversial or conflicting data, and develop options for effective management of overall TSA programs. You will establish effective management controls over program activities, evaluate program accomplishments and deficiencies, and develop new concepts for the effective management of TSA programs. You will organize and implement the Federal Security Crisis Management Response Plan, including coordination with airport and airline management, other Federal, state and local government and law enforcement organizations, and appropriate private sector entities. You will direct the activities of TSA baggage and passenger screeners, law enforcement officers, transportation inspectors, and other support and managerial staff required to execute TSA responsibilities. You will oversee the implementation and maintenance of security technology within established guidelines. You will establish the organizational structure and management systems required for threat identification, risk management, crisis management, employee accountability, and facility security (which include all aircraft). You will interact regularly with Federal, state, and local officials including members of Congress and their staff, mayors, and other high level local and state representatives regarding airport operations and security policies, procedures and practices at the airport. You will maintain a work environment supportive of positive human relations and open communications between employee and managers. You will ensure efficient management and safeguarding of resources, and also ensure that internal controls meet agency standards.

2. Ability to oversee and manage security programs within a military organization, law enforcement organization, or airport environment.
3. Interpersonal and administrative skills sufficient to meet established and anticipated needs of senior-level decision makers by planning, coordinating, and carrying out through systematic efforts involving multidisciplinary approaches.
4. Knowledge of the relationships between security components and programs within the Department of Homeland Security, and/or between the organization and security programs of other Federal departments, bureaus, or equivalent organizations.
Executive Core Qualifications (ECQs):
