The Pretrial Services Agency for the District of Columbia is an independent federal entity in the Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). The agency assists judicial officers in both the Superior Court of the District of Columbia and the United States District Court for the District of Columbia by formulating pretrial release recommendations and providing supervision and services designed to reasonably assure that defendants on conditional pretrial release do not engage in criminal activity. As the sole pretrial services agency serving these two courts, PSA supervises more than 20,000 pretrial defendants annually, with approximately 5,000 individuals under supervision on any given day.
PSA fulfills its mission of promoting pretrial justice and enhancing community safety through a variety of integrated and innovative programs. At the initial stages, PSA conducts interviews, background investigations and risk assessments of arrestees, and presents recommendations for consideration by judges in setting release conditions for defendants pending trial.
Defendants released under supervision present a variety of risk profiles, and PSA provides a wide range of programs to support the conditions of release as determined by the courts. These include: condition monitoring; drug testing; stay away orders; substance use disorder treatment; mental health treatment; location monitoring; work release programs; and specialized services and supervision for defendants with mental illness, intellectual disabilities and/or substance use or mental health disorders. PSA provides courts with information about defendants' compliance or lack thereof with court-imposed release conditions.
This position is in the Senior Executive Service (SES) and is a Career Reserved position. Positions in the SES are not graded; see the salary range above. Members of the SES are also eligible for awards and pay increases based on performance. Veterans' preference is not applicable to the SES. The Director:
1. Provides executive leadership and oversees the administration and management of all PSA services, programs and operations in support of the Superior Court of the District of Columbia and the United States District Court for the District of Columbia. Manages over 350 employees in fulfilling the mission of the Agency.
2. Leads the design, implementation, and ongoing review of PSA programs and services to ensure PSA's strategic goals and objectives are being achieved. Provides broad policy and direction to senior management and holds PSA managers accountable for achievement of outcomes outlined in PSA's strategic plan budget. Ensures agency resources are allocated as needed. Develops and manages the organizational infrastructure, delegation of authority and delineation of functions for mission accomplishment.
3. Manages annual multi-million dollar budget. Develops annual budget proposals for submission to Congress. Has responsibility for the acquisition and management of resources, including information technology systems and administrative support services, in accordance with relevant laws and regulations. Assures compliance with applicable laws, regulations, and standards to provide maximum return on investment of appropriated funds. Complies with all laws and regulations relating to subpoena processing and records management.
4. Maintains a close working relationship and communicates effectively with the PSA Executive Committee and judicial officers and staff of the Superior Court of the District of Columbia and the United States District Court for the District of Columbia.
5. Fosters productive relationships with a wide range of criminal justice entities, including pretrial and probation agencies, the Criminal Justice Coordinating Council, nonprofit organizations, service providers, research organizations and others in order to understand and address changing needs, developments and opportunities that may impact the work of PSA.
6. Develops and implements evaluation systems that establish realistic performance measures and provide for accurate assessment of PSA's progress in meeting goals and objectives. Directs the design and execution of empirical studies to support the PSA planning process and to address long and short range requirements, projections of court requirements, potential changes in populations served, and other information relevant to key program decisions.
7. Oversees human resources management and supervision of PSA staff. Is responsible for hiring a diverse workforce with the necessary knowledge, skills, abilities, and/or potential through appropriate planning, recruitment/outreach and selection processes; developing initiatives to get results through people; and creating an inclusive workplace atmosphere that promotes positive human relations and that encourages maximum employee performance. Ensures that there is the optimal working relationship between PSA management and the duly chosen collective bargaining unit representing PSA staff.
8. Provides representation that advances the PSA mission through communication with the courts, Congress and congressional staff members, federal officials, community organizations, and pretrial service and court officials in other jurisdictions to obtain external support for PSA’s mission, and through analysis and development of pretrial services related legislation and mandates that affect PSA's effectiveness.
