The staff psychologist holds a state license to practice psychology and has at least one year pre-doctoral work experience and two years postdoctoral work experience as a psychologist in the VHA or a comparable professional setting. The psychologist applies advanced professional psychological diagnostic methods and evidence-based intervention strategies to a full range of patient problems in his/her work setting. S/he has advanced knowledge of psychological diagnosis, intervention, and behavioral health that qualifies him/her to provide advice and consultation to professionals representing a variety of disciplines. The primary job functions of psychologists at this level include the provision of direct psychological patient care, consultation services on difficult or complex cases, and education of staff and trainee supervision. However, some psychologists functioning at this level also have research obligations, are associated with a university faculty appointment, are assigned program coordination responsibilities, and collateral administrative/managerial duties.
The psychologist for whom this functional statement applies is assigned to the Home-Based Primary Care (HBPC) program, which is a home-centered health program placed administratively under the Geriatrics and Extended Care (G&EC) Service. In addition to providing direct patient care, this psychologist does not have collateral research obligations or supervisory responsibilities. S/he does have program planning and evaluation duties.
Duties include:
· Provides individual and group psychotherapy to veterans with a variety of mental health concerns, including anxiety, PTSD, depression, and certain personality disorders. Treatment approaches include but are not limited to: acceptance and commitment therapy, cognitive behavioral therapy, dialectical behavioral therapy, prolonged exposure, and cognitive processing therapy.
· Provides couples, family and/or group psychotherapy promoting healthy adaptation.
· Serves at the Mental Health Treatment Coordinator (MHTC) for assigned veterans.
· Conducts personality assessments, ADHD evaluations, and neuropsychological screening as appropriate.
· Contributes to the gathering of assessment information and the development of a detailed treatment plan for veterans.
· Participates as a member of medical center hospital committees as directed.
· Serves as an advisor, consultant and/or resource person to the staff within the medical center.
· Maintains appropriate records and follow-up data on patients who are their responsibility.
· Serves as a member of the planning group for evaluating the effectiveness of the treatment program and modifying it to better serve the needs of the patient.
· Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.
· Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes).
· Attends and participates in administrative and informational meetings as held by CTVHCS and MH&BM management.
· Complies with HBPC and Psychology Service peer review procedures.
· Provides clinical supervision and instruction for psychology interns as assigned.
· Performs other assigned duties.
Physical Requirements: No special physical demands are required for this position. Employee frequently carry light items such paper files, records, etc. The work is primary performed while sitting though some work may require periods of standing.
Basic Requirements:
Grandfathering Provision Psychologists previously grandfathered upon conversion to hybrid status effective 3/17/06, continue to be subject to the grandfathering provisions in effect on that date but no additional employees are subject to grandfathering as a result of this revised qualification standard.
If psychologists who are grandfathered under this provision leave the occupation, the employee loses protected status & must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Experience refers to paid & unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge,& skills & can provide valuable training & experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations: Grade & salaries will be determined by the Professional Standard Board (PSB). Must meet requirements by 09/07/16.

Experience None beyond the basic requirements.
Assignment Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders,& may conduct research. They may be assigned to any program area. Psychologists who are not licensed must practice under the close supervision of a licensed psychologist.

Experience At least 1 year of experience as a professional psychologist equivalent to the next lower grade level (GS11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS11 grade level. In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Knowledge of,& ability to apply, professional psychological treatments to the full range of patient populations.
2. Ability to provide professional advice & consultation in areas related to professional psychology & behavioral health.
3. Knowledge of clinical research literature.
Assignment This is the full performance level for staff psychologists. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers & supervisors as appropriate. They may be assigned to any VHA program & setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Compensation & Pension, Vet Centers,& the VHA National Center for Organization Development. Psychologists diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities,& provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family,& group psychotherapies & other interventions such as behavioral health & community interventions. Psychologists consult with medical center staff on a wide variety of patient care issues. Staff psychologists may be involved in program evaluation, teaching, training,& research activities.
