DUTIES AND RESPONSIBILITIES :
The incumbent is responsible for the overall administrative and financial management of the Area Office, and the Area Service Units (SUs). Incumbent provides executive leadership, guidance and senior management support to Area Office staff organizations, SUs, and their personnel. Delivers high quality, comprehensive health services suited to the needs of the identified American Indian/Alaska Native (AI/AN) population. Oversees medical facilities that meet quality of care requirements and Medicare quality standards that all hospitals are surveyed to by accrediting organizations and the Center for Medicare and Medicaid Services (CMS). Directs and supervises an executive, professional, and administrative staff in planning, developing, coordinating and managing health programs of preventive, curative, and environmental and traditional health services for AI/Ans. Leads the development and demonstration of alternative means and techniques of health services management and delivery to provide Tribes, Tribal health care programs, Urban Indian Health programs and AI/AN community with optimal ways of participating in Indian health programs. Enables leaders, tribal members, and AI/AN community groups to participate in devising, identifying, and developing alternative means and techniques that could increase the effectiveness of health service delivery. This is accomplished within the framework of the Indian Self-Determination and Education Assistance Act and in accordance with overall IHS goals, priorities and policy. The incumbent possesses the authority and responsibility to direct the negotiations of contracts with Tribes and compacts on behalf of the Director, IHS. As a member of senior level leadership, the incumbent reviews and advises on IHS policy, programs and goals for the Director, IHS. Meets regularly with, remains accessible to, and consults and cooperates with leaders of Tribal Governments, Tribal organizations, and confers with Urban Indian Health Program Leaders at local, state and national levels and stimulates and promotes their fullest participation in carrying out health programs. Reviews and evaluates Area health program progress with measureable outcomes, resource utilization, and control of professional services to assure that high quality, effective and cost-efficient health services are provided. Provides leadership to assure that Indian Preference, Upward Mobility, EEO and other policies of the IHS and higher authority are effectively implemented and maintained.

Technical Qualifications (TQs):
In addition to experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position:
1.Knowledge of legislation relating to the provision of health care to Native Americans and knowledge of federal health care delivery systems.
2.Demonstrated experience in the oversight of a medical facility or department and knowledge of qualify care requirements, accreditation standards, and healthcare management processes.
3.Demonstrated experience and ability in formulating, implementing and evaluating high-impact policies, programs and projects and advising senior executives of a large organization on options or resolving problems caused by existing or proposed policies or conditions.
4.Demonstrated experience and working knowledge of disseminating information to customers and the general public, including, but not limited to, Tribal governments, Tribal organizations, Indian community organizations and other stakeholders.
5.Demonstrated progressive experience in effectively managing a comprehensive and complex interdisciplinary health program target to serve American Indians and Alaska Natives or serving another specified target group of stakeholders.
QUALIFICATION REQUIREMENTS :

To be qualified for this position, you must provide evidence that you possess a record of progressive experience that includes: knowledge of Indian health policy related issues, regulations and policies; and demonstrated experience which evidences your ability to work with Tribal governments and Tribal organizations in planning, directing and evaluating comprehensive public health programs or other healthcare delivery systems. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, and non-governmental or tribal organizations.
Senior Executive Service Requirements
Current or former career SES employees are not required to address the Executive Core Qualifications (ECQs), but must address the Technical Qualifications (TQs). Unless you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement separately covering each of the ECQs and TQs in order to receive consideration for the position. Public Health Service Commissioned Corps Officers interested in applying for this position to serve in the SES must resign their commission if selected. If you are applying under this option, you must address both the TQs and ECQs in this announcement.
