This program management position is located at the Minneapolis VA Health Care System (HCS) within the Extended Care and Rehabilitation (EC&R) Service Line. The Incumbent has broad program management responsibilities for the Behavioral Recovery Outreach Team (BROT) at the Minneapolis VA HCS (Complexity Level-1A). The position requires specialized knowledge and expertise in the assessment, diagnosis, and treatment of variety of mental health disorders, management of behavioral sequelae, and knowledge of medical diagnoses, in the context of both acute and chronic medical illness.
The Incumbent's clinical work will be primarily within the BROT. The Incumbent will serve a core panel of veterans within the BROT, serve as resource consultant for complex, difficult to discharge veterans hospitalized on the acute medicine units, and serve as the team liaison to those veterans served in supportive community settings (e.g., community nursing homes, assisted living settings, medical foster homes, group homes, etc.). The Incumbent will act as a consultant for problems of disruptive behavior and provide education/training for staff on effective veteran/staff interactions to inpatient veterans. They may also provide consultation to community facilities for veterans who have discharged from the BROT. The Incumbent will also provide education/training for staff on technical, behavioral strategies for implementing individualized behavioral plans. The veteran population served by the BROT commonly exhibit behavioral disturbances and dementia-related behaviors. They commonly have complex psychosocial circumstances, ethically challenging situations, and limited psychosocial supports and/or limited financial resources.
Additional responsibilities may include providing psychological assessment services particularly for complex or unusually difficult veterans with co-morbid mental and physical health problems, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy and participation in the psychology practicum student, intern and postdoctoral fellow training program (i.e., teaching seminars and supervising practicum students, interns and postdoctoral fellows).

Physical Requirements: The work of the position is primarily sedentary, however some light carrying (under 15 lbs), walking, standing, and bending is required. Work is primarily performed in a well-lit office environment.
Basic Requirements:
-Citizenship: U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
-Education: Attained a Doctoral degree (Psy.D., Ph.D., Ed.D.) in psychology from an American Psychological Association (APA) accredited graduate program AND completed an internship in professional psychology through an institution accredited by the American Psychological Association.
-Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
-English language proficiency (written and spoken)

Grade Requirements (GS-14 Psychology Program Manager):
(a) Licensure.
(b) Experience. At least 3 years of professional psychologist experience, with at least one year equivalent to the next lower grade level. In addition to this experience, the candidate must demonstrate the following KSAs:
(1) Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines
(2) Skill in managing and directing the work of others to accomplish program goals and objectives.
(3) Ability to translate management goals and objectives into well-coordinated and controlled work operations.
(4) Ability to establish and monitor production and performance priorities and standards.
(5) Knowledge of and ability to appropriately utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
(6) Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
(7) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
