This position is located in the USPFO. The primary purpose of the position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues.

DUTIES AND RESPONSIBILITIES:
(1) Developes sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.
(2) Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations.
(3) Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives.
(4) Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Performs 100% inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
(5) Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property. Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand.
(6) Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.
(7) Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.
(8) Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed.
(9) During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendations, reviews responses and ensures that corrective actions are performed.
(10) Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review.
(11) Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.
(12) Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; and using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least Twenty-Four (24) months of experience, education, or training which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques; and in analyzing, interpreting and developing policies and procedures of local management. I: Knowledge of logistics programs such as the Property Book Unit Supply Enhanced (PBUSE), Force and Asset Search Tool (FAAST), Army Readiness Equipment Module (AREM), Logistics Information Warehouse (LIW), Transfer of Property Systems (TOPS), General Fund Enterprise Business System (GFEBS) and their interrelationships.
II: Knowledge and skill in applying statistical analysis and evaluative techniques when analyzing Property Book Accountability problems or issues.
III: Knowledge of Department of the Army (DA), Army National Guard (ARNG), policies, procedures, regulations and precedents that correlate directly with property accountability requirements and goals of the USPFO and Chief, NGB.
IV: Knowledge of logistics and supply operations at all levels to include organization mission, unit supply operations, and logistics regulatory requirements.
V: Knowledge and skill of Property Book Reconciliations, Serialization Program for Controlled Cryptographic Item Serialization (CCISP), Small Arms Serialization Program (SASP), Radiation Testing and Tracking System (RATTS), Department of Defense Acquisition Activity Code (DODAAC), and SSN-LIN Automated Management& Integrating System (SLAMIS) programs.
