The VA Northern California VA Health Care System (VA NCHCS) is seeking an Associate Chief of Staff for Mental Health (ACOS/MH) to join the Chief of Staff and the Executive Leadership team in leading the Health Care System in fulfilling its mission as a Mental Health Center of excellence. The ACOS/MH will be organized and dynamic, with the responsibility for overseeing the planning, developing, coordinating, directing, and evaluating Mental Health Services for a large and complex VA health care system.
Acute inpatient Mental Health services are located at the Northern California Health Care System main campus at the Sacramento VA Medical Center in Mather, California. The VA Northern California Health Care System also offers a continuum of outpatient Mental Health services. VA NCHCS Mental Health Service has over 280 employees at 10 geographically dispersed locations throughout Northern California. We offer a full range of outpatient mental health services, including General Mental Health services at 7 geographically separated clinics, and other services to included PTSD treatment, Substance Use Disorder, Tele-mental Health services, Primary Care-Mental Health Integration, and specialized programs for Veterans with Serious Mental Illness (e.g., MHICM, compensated work therapy and vocational rehabilitation) services; and operate two acute inpatient mental health units, including one at our main campus at the Sacramento (Mather) Medical Center, and a joint VA-USAF unit at David Grant Medical Center on Travis AFB.
The Mental Health Service is affiliated with the Department of Psychiatry at the University of California, Davis Medical Center (UCDMC) and the selected candidate will supervise and teach UC Davis psychiatry residents and medical students on the UC Davis Medical School campus and may be eligible to receive an academic appointment at a level commensurate with their academic accomplishments and experience. The ACOS/MH will also work with UC Davis teaching faculty to expand existing educational rotations for medical students and residents and will help develop new rotations within the VA Northern California HCS.
The qualified candidates will be seasoned clinicians who demonstrate extensive and progressive leadership experience, both as a clinician and an administrator and possess the ability to promote innovation, inspire organizational excellence, be able to build teams, and coach clinical leaders as they work toward common goals. Exceptional interpersonal skills, as well as operational and financial skills are essential. The successful candidate must have the ability to meet VA established performance measure goals, and possess a thorough knowledge of the standards of the Veterans Health Administration and other accrediting bodies. The ACOS/MH should possess the ability to promote innovation, be able to lead others and inspire organizational excellence.

BASIC REQUIREMENTS
Citizenship - Must be a United States citizen.
English Language Proficiency - Must be proficient in spoken and written English.
Education - Must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).COPIES OF UNOFFICIAL TRANSCRIPTS REQUIRED

Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. Licensure - Must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. COPIES OF LICENSES REQUIRED
SPECIALIZED EXPERIENCE FOR THE GS-15 GRADE LEVEL: Must have at least four years of experience as a professional psychologist, with at least one year of professional psychologist experience equivalent to a GS-14 grade level. In addition, your application must demonstrate the following professional competencies.
