This position is located in the Civil Engineer (CE) Squadron, Mission Support Group of an Air National Guard (ANG) Wing. This position provides support in managing the Chemical, Biological, Radiological and Nuclear (CBRN) program which includes the counter-CBRN DoD functions of Sense, Shape, Shield and Sustain (S4). Position includes all aspects of training and instructions pertaining to Readiness and Emergency Managers (EMs) to ensure EM flight members understand how to perform their federal and state missions utilizing the newest technology and assigned equipment. Incumbent is responsible for all base populace Readiness and Emergency Management (R&EM) training IAW applicable directives/guidance. The position requires a skill or competency that necessitates technical expertise or professional qualifications in the particular AFSC and is typically considered the unit subject matter expert.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR ALABAMA AIR NATIONAL GUARD POSITIONS:
AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All drill status/M-day personnel in the Alabama Air National Guard.
AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Air National Guard.
(1) Conducts the CBRN Program for the installation. Evaluates effectiveness of Ability to Survive and Operate (ATSO) tactics, techniques and procedures (TTPs) for the installation. Analyzes CBRN data/reports and provides support and technical guidance to all squadron/units. Reviews/approves and maintains a current file of base contingency response plans developed by units.
(2) Sense (the CBRN hazard) Equipment: Teaches and instructs EM flight members in all duties, tactics, techniques and procedures (TTPs) and concept of operations (CONOPs) pertaining to site characterization, survey/detecti on and reconnaissance operations of CBRN hazards utilizing stand-off and point detection. Train flight on commercial-of-the-shelf (COTS) and government-of-the-shelf (GOTS) equipment that presumptively detects and identifies vapor, liquid and solid hazards for: nerve and blister agents, toxic industrial chemicals (TICs), forensic drugs and clan lab precursors, white powders, explosives, pesticides and common chemicals. Directs 'sense' skill training incorporating all capabilities on the Unit Type Code (4F9WM/WL UTC) and accompanying Equipment Supply List (ESL).
(3) Shape (the operational environment): Maintains flight core competencies applying established methods for the CBRN operational environment/battle space management using modeling simulation, battle management analysis and decision support software. Ensures personnel understand the operation, maintenance and collaborative integration of GeoBase Common Installation Picture (CIP) data, command & control Geospatial mapping, plume modeling and hazardous materials (HAZMAT)/CBRN decision support tools.
(4) Shield (the force}: Teaches and instructs base populace in the proper donning/doffing procedures along with wear and maintenance of CBRN (base populace) and HAZMAT (first responder) individual protective equipment (IPE). Guides personnel in the proper use and maintenance of CBRN IPE (i.e. protective mask and ground crew ensemble) wear as it applies to zone transition points, split Mission Oriented Protective Posture (MOPP) operations and all other tenants of the C-CBRN CONOPs. Familiarize unit personnel with in-garrison and deployed contamination avoidance requirements and employ "shield" skill sets.
(5) Sustain (combat operations): Ensures base populace understands contamination avoidance, contingency requirements and methods pertaining to decontamination of individuals, equipment and fixed-site operations. Demonstrate proper use and maintenance of emergency, expedient, operational and thorough decontamination (DECON) methods. Serves as technical advisor for decontamination system readiness and inspections per manufacturer's guidelines for standardized CBRN decontamination platforms in support of Contamination Control Area (CCA) operations in any environment.
(6) R&EM Flight Equipment Custodian: Manages, maintains and oversees all Sense, Shape, Shield and Sustain (S4) equipment sets to include inventory, operational status, preventative maintenance, calibration, and set-up/tear-down procedures. Equipment includes, but is not limited to: CBRN/HAZMAT identification/detection, sampling kits, manual assay kits, air purification masks and self-contained breathing apparatus (SCBA), global positioning systems (GPS) and CCA/CBRN decontamination platforms.
(7) Hazardous Materials Training: Complies with health, safety and environmental rules and procedures. Oversees training for testing and certification methods of various levels of HAZMAT certification. Teaches and instructs students in plug, patch, over packing (Offensive) and dam, dike, divert (Defensive) HAZMAT operations. Proctoring of certification test (CERTEST) is required for student HAZMAT training progression/certification.
(8) Inspections: Coordinates, prepares, and participates in readiness evaluations, unit compliance inspections (UCI), Operational Readiness Inspections (ORI), and mobility and command support exercises.
(9) Performs other duties as assigned.
