About the Position:
Serves as an Equal Employment Specialist with responsibility for providing support and assistance in planning, implementing and monitoring EEO programs. Counsels employees/applicants having discrimination complaints and explains complaint procedures and processes. Participates in developing and coordinating plans, policies, and procedures to ensure a comprehensive EEO program is implemented throughout the installation.
This position is with the Equal Employment Opportunity Office servicing the U.S. Army Corps of Engineers, New York District. The New York District, Corps of Engineers office is located in the Jacob K. Javits Federal Building in downtown Manhattan just minutes from Wall Street, Chinatown, Little Italy and SOHO. The building is surrounded by federal, city and state court, and office buildings in the heart of lower Manhattan. Public transportation is available to and from all New York City boroughs and surrounding areas. Current Public Transportation subsidy is available. In order to qualify, you must meet the education and/or experience requirements described below. Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Assist in providing Equal Employment Opportunity (EEO) advisory services; or 2) Assist in coordinating EEO administrative program activities; or 3) Collect and analyze EEO data to provide recommendations; or 4) Assist in the resolution of EEO issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-5).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-5 grade (or equivalent).

GS-07 EDUCATION SUBSTITUTION: For the GS-07 grade level, you may qualify if your education meets one of the definitions below:
A. Successful completion of one full year of graduate level education. One full year of graduate level education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. NOTE: You MUST attach a copy of your transcripts at the time of application for verification.

B. Bachelor's degree and Superior Academic Achievement. Superior Academic Achievement is defined as meeting one of the following: (1) A grade point average (GPA) of 3.0 or higher based on a 4.0 scale as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; (2) A 3.5 GPA or higher based on a 4.0 scale as computed based on the required courses completed in a major field of study, or the required courses completed in the major field during the final two years of curriculum; (3) Class standing of upper third of the graduating class in the college, university, or major subdivision of the college;
OR (4) Membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. NOTE: You MUST attach a copy of your transcripts at the time of application for verification.

C. The specialized experience as described in the GS-07 Specialized Experience Requirement above, but less than one year; and some graduate level education, but less than one year as described in "A" above. To calculate your percentage, divide the number of graduate semester hours completed by 18. Then divide your total months of qualifying experience by 12. Add the two percentages. The total percentage must equal 100% to qualify. NOTE: You MUST attach a copy of your transcripts at the time of application for verification.
