This position is located in the Air Operations Division of an Air National Guard Tactical Fighter roup/Wing. The purpose of this position is to provide technical expertise as a Quality Assurance specia11st, performing inspection duties related to the surveillance of contractor maintenance, repair, modification, and operation of the Training Devices (TDs) hardware and software systems.

DUTIES AND RESPONSIBILITIES:
(1) From an outline of MAJCOM & NGB requirements, develops for approval, and implements a Quality Assurance Surveillance Plan (QASP) based on the contractor's quality assurance program, the contractors, logistics support statement of work and other applicable directives. Ensures systematic and consistent inspections by coordinating inspection times to interface with the contractor's schedule of work. Prepares inspection schedules for random sampling surveillance at prescheduled times maintaining randomness Integrity. Ensures a complete audit trail of all inspections and coordinates in advance changes to monthly schedules. Documents end fully explains all changes. Recommends sample size and frequency adjustments to the Director of Operations when appropriate. When changes are approved. Develops revised inspection schedule in accordance with guidance and requirements specified in the QASP.
(2) Performs inspections which incorporate random sampling, review of management information system reports, surveillance checklists, and validation of customer performance. Requirements (AQLs), practices working knowledge of acceptable digital radar and digital computers, visual systems, analog and digital radar landmass systems, pneudraulic/hydraulic and electrical systems to assess proper assessment of contractor performance, and use of approved technical data: security and safety programs: equipment maintenance: preventive maintenance actions: configuration control procedures: supply practices and discipline: condition of government furnished equipment: and other contractor responsibilities included in the Statement Of Work (SOW). Evaluates findings to identify and analyze critical, major and minor discrepancies to include causal factors. Evaluates contractor's correction of deficiencies. When unacceptable performance is observed customer complaints validated. Annotates checklists and advise the contractor, representative that corrective action is required. Reviews adequacy of corrective action.
(3) Provides the Director of Operations with copies of monthly surveillance schedules, schedule changes (with detailed seasons for changes), complaint forms and surveillance checklists. Initiates and submits Contractor Discrepancy Reports (CDR) to the supervisor when the contractor's performance is unacceptable.
(4) Participates in meetings with supervisors. MAJCOM & NGB functional managers, contractor's representatives and systems users to resolve problem areas, discuss procedures and review CDRs and contractor responses. Serves as a technics1 member/evaluator for pre-award survey teams and acquisition/modification source selections relating to simulator/computer complexes.
(5) Reviews all contractor maintenance documentation of work performed for completion and accuracy. Ensures technical manuals and documentation are revised to reflect current simulator configuration. Periodically verifies statue and content of the government-provided spares and support equipment package.
(6) Acts as technical advisor on configuration management changes or modifications to the training device. Reviews formal modification installations and participated in document validations.
(7) Performs other duties as assigned.

GENERAL EXPERIENCE
: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.SPECIALIZED EXPERIENCE: Must have at least Twenty-Four (24) months experience, education, or training involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action which has provided the candidate with the Knowledge, Skills, and Abilities listed below.
KSAs:
I: Knowledge of Quality Assurance methods, principles and practices to verify essential quality requirements have been met, and to identify problem areas and recommend corrective action.
II: Knowledge of Integrated flight simulators, graphic systems, subsystems, units, interfacing equipment and characteristics to detect deficiencies in areas, and insure configuration integrity is maintained.
III: Knowledge of electronics equipment inspection methods, techniques and practices to detect conditions which may compromise quality.
IV: Skill in applying statistical analysis, sampling methods and techniques to determine compliance with Quality Control.
V: Ability to use precision measuring equipment, gauges and instrumentation for testing and special inspections is required. -- Ability to communicate effectively through written and oral presentations.
VI: Ability to interpret and apply contract and engineering specifications, regulations, policy statements and other guideline material.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade prior to the effective date of placement. Selectee must also be in a compatible military assignment (MOS/AFSC) prior to or within one year of placement.
