As an Emergency Management Specialist (French), GS-0089-13, you will:
· Serve as the initial point of contact, building capacity to establish and operate public health emergency operations centers that are operational 24/7.
· Monitor use and status of funds.
· Provide updates and information to key leadership personnel, preparing correspondence and briefings summarizing significant events, researching subjects as necessary to provide comprehensive information for leadership decisions.
· Coordinate with other Federal agencies, State and local governments, international emergency response, and public health agencies.
· Develop and implement operational emergency response protocols and appropriate guidance materials necessary to provide an orderly means for coordinating activities associated with emergency responses to all public health hazards.
· Develop emergency response goals and objectives, participate in long-range planning for public health management capacity development in partner countries, determine resource needs, conduct training in French and in English for partners, evaluate and report on program effectiveness.
· Provide public health emergency management capacity development and coordination in support of the organization's mission during actual deployments/exercises.

Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include planning, managing, coordinating, and executing public health preparedness, response, and recovery activities in domestic and international organizations.
SELECTIVE PLACEMENT FACTOR: In addition to meeting the above minimum qualification requirements, applicants must be able to communicate effectively (i.e. speak, read and write) in English and French.
