This position is located within the Bureau of African Affairs, Office of Public Diplomacy and Public Affairs (AF/PDPA) under the direction of the Policy and Coordination Officer (PACO). The incumbent commands a mastery of grant management and cooperative agreements principles and technical or program requirements to plan and manage or make decisions or recommendations that significantly affect the content, interpretation, or development of complex, long-range, or interrelated DoS policies or programs concerning federal grants and cooperative agreements; and knowledge of business strategy technical requirements sufficient to perform or direct in-depth evaluations of a potential grantee's financial and technical capabilities and their performance capacity.
Incumbent possesses expert knowledge of various grant and cooperative agreement types, techniques, and methods for providing assistance, including cost sharing and assistance selection processes to oversee and administer assistance operations, and to develop new procedures, interpretations or responses to unique problems. In addition to reviewing for final authorization all $10,000 or more grants and cooperative agreements from the 50 Public Affairs Sections in Africa, the incumbent travels to perform grants file reviews, to mentor first tour PD officers in managing, monitoring, and evaluating grants, and conducts training seminars and refreshers for the field via digital video conference and other remote means. The incumbent also maintains close contact with A/OPE on grants guidelines, requirements and regulations.
