This position is located in the Office of the Chief Financial Officer (OCFO), Financial Management Operations (FMO). The position is responsible for accounts payable related policies for the Department, including policies related to financial management systems, internal controls, reconciliations, and reporting. The Group is also responsible for administering payments associated with the agency’s purchase card program. In addition, the group is responsible for using analytic tools and methods to demonstrate payment integrity, coordinate the Department’s compliance with Prompt Payment Act requirements, and help to prevent and detect improper payments. The incumbent reports directly to the FMO Deputy Director.

The incumbent of this position will perform the following duties:
Formulates financial management policies and procedures and provides guidance in the development of policy recommendations for which no precedent has been established.
Directs a variety of broad analytical studies involving payments, and financial management reporting challenges. Studies often cut across Principal Office lines and require working closely with a variety of senior program officials.
Provides objective and reliable expert advice and well researched guidance to FMO Deputy Director and Director, and participates in the coordination and implementation of new policies and programs adopted by the OCFO.
Provides assistance to, and develops strategies to work cooperatively with Department program offices in strengthening payment management processes.
Directs the design, development and implementation of assignments with other internal activities within OCFO and/or the Department. Ensures that any changes are implemented with a minimal amount of disruption to either the personnel or overall systems operations within the Department.
Directs design and implementation of effectiveness and efficiency metrics for group operations.
Directs use of current best practices in data analytics to manage group operations and inform OCFO/Department management decision-making.
Reviews contract proposals and the development of contract specifications, e.g., defining systems requirements to improve or replace existing system operations.
Chairs and/or serves on a variety of Departmental committees and/or task forces to improve the Department’s financial management programs.
Serves as the Department’s representative on high level interagency professional panels and committees. When assigned to a panel or committee, has authority to speak for the Department on financial management related issues.
Represents OCFO at meetings with representatives from other Departmental offices, other Federal agencies, and external interest groups.
Keeps abreast of new developments and requirements and maintains comprehensive understanding of current Federal policies and regulations as they pertain to the management and effective operations of financial management.
Performs other related duties as required.
