This position is located in the Evaluation Division (ECA/P/V) of the Office of Policy and Evaluation in the Bureau of Education and Cultural Affairs. ECA/P/V provides expertise and guidance to the Bureau on measurement and evaluation of educational and exchange program impact and effectiveness.
The incumbent in the position is the Chief of the Evaluation Division, providing vision and direction to the Division's staff, managing the Division's resources and contracts, and overseeing the Division's evaluation and measurement initiatives. The incumbent provides evaluation expertise and advice to senior leadership and management of ECA, as well as program staff.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Leads the Evaluation Division staff in evaluating and measuring the impact and effectiveness of ECA exchange programs. Coordinates ECA evaluation initiatives and policy within the Bureau, and ensures that ECA's evaluation efforts are aligned with Department of State policies and priorities. Provides advice and guidance on evaluation policy and issues to senior ECA leadership and to program managers.
Consults with ECA leadership and program managers to determine focus areas for the Division's performance measurement and evaluation projects. Provides strategic vision and direction to the Evaluation Division staff and ensures that ECA evaluation processes and products are credible, informative, timely and relevant.
Supervises a staff of employees to accomplish the evaluation and performance measurement work of the Division and ensure employee productivity and job satisfaction. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
