At the full performance level of the target conversion position (GS-11), you will: Design and develop plans and specifications using CADD System and word processing
software for electrical systems and subsystems for military projects. Make design layouts for these systems. Determine
availability of and specifies proper type, size, and adaptability of standard
manufactured electrical instruments, equipment, and materials, or develop
original designs for special items. Make
estimates of costs. Draft technical portion of specifications or supplies data
for use therein. Develop detailed construction plans. Perform supporting
calculations for basis of design. Prepare design analyses. Review shop
drawings during construction stages to ensure that construction will meet
original design requirements or recommend approval at the necessary
deviations. Render advice and make recommendations in connection with
technical problems that arise out of claims, project operating problem. Make
a technical review of interior and exterior electrical systems contained in
project designs developed by Architect-Engineer (A&E) firms. Make
recommendations to the adequacy of the designs, plans, specifications, cost
estimates, etc., supplied by the A&E firms. Make
site investigations. Perform
similar electrical engineering design work to the above for the District's
civil works projects, including local protection, reservoirs, dams, hydropower
plants and related items. Make periodic inspection of existing structures.
Write periodic inspection reports and uses knowledge of design and practical
experience to draw conclusions and make recommendations for repairs or
monitoring
After program completion, Department of the Army Pathways Recent Graduates MAY be converted to a permanent or term appointment without further competition.
This position is being filled at the GS, -07, -09 level with potential conversion to a position with a full performance level at GS-11

Basic Education Requirement:

Selective Placement Factor
This position requires that the applicant be in possession or will be in possession within 3 months of an Electrical Engineering Degree from an Accreditation Board for Engineering and Technology (ABET) accredited institution.
Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-07 grade level: To qualify, applicants must possess [one year of specialized/general] experience equivalent to the next lower grade/level ([GS-05). Specialized]experience is defined as: researching technical reports to obtain information relating to projects; or applying basic formulas to routine calculations.
To qualify at the GS-09 grade level: You may qualify based on specialized experience, education OR a combination of education and experience. To qualify based on experience, you must possess one year of specialized experience at the GS-07 level or equivalent pay band in the Federal Service. Preparing portions of conventional electrical engineering plans, designs, and/or design specifications; and conducting studies or analysis.

Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education directly related to the position being filled (or law school, as specified in qualification standards or individual occupational requirements).
