The VAMC in Memphis, TN consists of one main campus located at 1030 Jefferson Avenue, which includes a 60-bed Spinal Cord Injury Unit, and nine community based outpatient clinics (CBOC). It is a tertiary care facility classified as a Clinical Referral Level I Facility and one of the most complex medical centers in the VA system.It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology, as well as extensive education and research programs. Comprehensive primary, secondary, and tertiary health care is provided in areas of medicine, general cardiovascular and neurological surgery, psychiatry, physical medicine and rehabilitation, spinal cord injury, neurology, oncology, dentistry, and geriatrics. Specialized outpatient services are provided through general, specialty, and subspecialty outpatient clinics including a women's health center.Services are available to more than 206,000 Veterans living in a 53-county tri-state area (Tennessee, Arkansas, and Mississippi).

The following positions may be filled by this announcement:
The Clinical Psychologist position is located within the Mental Health Service at the Memphis VA Medical Center.
In addition to providing direct patient care, the psychologists will have limited administrative duties, clinical trainee supervision, and teaching responsibilities. Some of the major duties of these positions are:
Work Schedule: Monday through Friday, 8:00 am - 4:30pm; however, working hours may be modified to support mental health clinics that extend prior to or after normal working hours.
Physical Requirements: Light lifting, light carrying, use of fingers, hearing (aid permitted), operation of a motor vehicle may be required.
Basic Requirements:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education - must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
OR
A doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions: (a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: Must provide an official transcript and/or certificate documenting the completion of the respecialization program, which includes completion of an APA or CPA internship.
INTERNSHIP-Successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern
OR
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement
OR
Completion of an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.)
Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
Preferred Experience: It is perferred that the applicant has a state license to practice psychology and has at least one year pre-doctoral work experience and on year post-doctoral work experience as a psychologist in the VHA or comparable professional setting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
GS-11 Experience: (Entry Level) Post doctoral degree paid or non-paid experience as a professional psychologist and/or a full, current and unrestricted license. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure.
GS-12 Experience: (Developmental Level) In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure.
In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
1. Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.
2. Ability to develop coherent treatment strategies.
3. Ability to incorporate new clinical procedures.
GS-13 Experience (Full Performance Level) In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level.
In addition the candidate must demonstrate the following Knowledge, Skills, and Abilities:
1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.
2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
3. Knowledge of clinical research literature.
