These positions are located in the Department of Labor, Employee Benefits Security Administration (EBSA) in New York, NY. EBSA is responsible for planning, directing and administrating a program of enforcement to ensure maximum compliance throughout the geographical jurisdiction of the office with the Employee Retirement Income Security Act of 1974 (ERISA) and the criminal provisions of the United States Code as they relate to employee benefit plans. The office initiates, executes, and coordinates civil and criminal investigations of alleged violations of ERISA and conducts financial investigations of all types of employee benefit plans and related entities. The office coordinates ERISA enforcement activities with the Office of the Solicitor, Department of Justice and other Federal agencies which have a role in pension and welfare benefit plan administration.
These positions have promotion potential to the GS-13. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

GS-09: Under close supervision, the incumbent plans and conducts investigations and financial examinations of employee benefit plans subject to Title I of ERISA, and service providers having relationships with employee benefit plans to determine civil and criminal compliance with ERISA and related laws and regulations. Assignments at this level typically involve independent reviews of small, single or multi-employer plans or service providers or portions of larger reviews when issues to be resolved can be addressed by reference to established guidelines and procedures.
GS-11: The incumbent conducts or participates in moderately difficult civil and criminal investigations focusing on the analysis of employee pension and welfare benefit plan operations and the business, financial and accounting practices of a variety of related entities (e.g., bank trust departments, investment managers, insurance companies, and other service providers). In so doing, the incumbent performs a range of activities required to assess the fiduciary conduct and/or criminal actions of plan officials and service providers; and, the appropriateness of financial investment of plan monies, and compliance with the ERISA reporting, disclosure, and bonding standards and the requirements of related civil and criminal Federal and state civil and criminal statutes. regulations, interpretations, administrative and court rulings.
