About the Position:
These positions are with the U.S. Army Corps of Engineers, Southwestern Division (SWD). The purpose of these positions is to provide a staffed group of employees to improve USACE capability to respond to Combatant Command Request for Forces requiring rapid deployment. This announcement is for a temporary promotion or reassignment opportunity to support the 273rd Engineer Detachment Forward Engineer Support Team-Advanced (FEST-A). One primary selection and one back-up selection will be made for each of the following occupational series:
- 0808, Architect
- 0810, Civil Engineer
- 0819, Environmental Engineer
- 0830, Mechanical Engineer
- 0850, Electrical Engineer
- 1370, Cartographer
NOTE: This position may be filled at the GS-11 level or the GS-12 level.
NOTE: The duty location for this Job Opportunity Announcement is Dallas, TX; however, selectees may be required to deploy to various locations throughout the duration of the assignment(s).

DATES OF AVAILABILITY: Selected individuals must be available for a 13-month period between JUNE 2017 and JULY 2018. Prior to this 13-month period, each individual will be placed in a 7-month temporary duty (TDY) status between NOVEMBER 2016 and MAY 2017 for a dedicated training period. NOTE: Selectees must satisfy the requirements of the training period in order to be eligible for deployment.

As a member of the 273rd FEST-A team, you will be responsible for performing Architect-Engineer (A-E) duties for several different using services having widely varying requirements. Examples include: self-containing military installations; airfields; landing strips; highways; ports; communication facilities; housing areas; a wide variety of standard and non-standard buildings; utilities (including plumbing, heating, ventilating, air conditioning, etc.); power generating plants; heating and cooling plants; distribution systems; hazardous, toxic, and radiological waste (HTRW) sites; etc. Duties of the positions may include, but are not limited to:
-- Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
-- Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering.
-- Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph 1.
-- Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Experience required:

Specialized experience is defined as performing the following duties: 1) preparing architect/engineer plans, specifications, or criteria for design/construction projects; AND 2) participating in a technical quality control/assurance review process of design products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement at the GS-11 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade of GS-09 (or equivalent).
Time in Grade Requirement at the GS-12 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade of GS-11 (or equivalent).

BASIC EDUCATION REQUIREMENT:

For the Architect series, 0808:
1) Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
2) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
a. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph 1. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
b. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
For the Cartographer series, 1370:
1) Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
2) Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in 1 above, plus appropriate experience or additional education.
For all Professional Engineering Positions, 0810/0819/0830/0850:
1) Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
2) Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Incumbent will be subject to medical examination, immunizations (this may include the series of anthrax/smallpox/malaria vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling. Medication must be well tolerated within harsh environmental conditions (e.g. heat or cold stress, sunlight) and should not cause significant side effects in the setting of moderate dehydration.
Performance of the duties and responsibilities for this position may require the incumbent to make Temporary Duty trips of both short and/or long duration, to locations in both CONUS (US) and OCONUS (overseas), and to travel on military transport. These trips may be months in duration, depending on circumstances.
TDY may be in remote and dangerous locations and living conditions may be extremely austere, including, but not limited to: living in tents or temporary buildings, general lack of privacy, lack of recreational opportunities during off duty hours, eating of pre-packaged rations or in military dining facilities which may limit accommodation of special diets, showers may be communal or in makeshift facilities, limited opportunities to phone home, delayed mail deliveries, etc. The incumbent will be required to take part in preparedness training exercises or other training activities.
