INTRODUCTORY:
This position is located in the Base Civil Engineering Squadron, Fire Emergency Services (FES) Flight at an Air National Guard (ANG) flying base. This is a National Guard (NG) Dual Status (DS) Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as the Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the facility.
MAJOR DUTIES:
* Plans, organizes, and oversees the activities of the Fire Protection Flight.
* Develops goals that achieve organizational objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the flight, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
* Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
* Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors.
* Ensures actions taken directly, as well as those by subordinate supervisors, promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
* Represents the Fire Protection Flight with a variety of organizations and functional area organizations.
* Assumes incident command at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed.
* Determines need, budgets for, and recommends acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc.
* Assures that equipment is properly utilized, determining and using the more effective combative agent for various types of fires.
* Performs other duties as assigned

SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Security Clearance and Drug Testing All positions require a security clearance and drug testing. Applicants must possess or be able to obtain a the appropriate clearance within one year of appointment. Applicants must pass a drug test prior to appointment.

METHOD OF EVALUATING QUALIFICATIONS:
GENERAL EXPERIENCE:
This series covers positions that supervise or perform work to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards. It also covers fire service positions that control hazardous materials incidents; train personnel in fire protection and prevention; operate fire communications equipment; develop and implement fire protection and prevention plans, procedures, and standards; and advise on improvements to structures for better fire prevention. Positions in this series require knowledge of firefighting and fire prevention theory and techniques, a knowledge of fixed and mobile firefighting equipment operation; and/or the ability to plan, direct, or carry out fire protection and prevention programs and operations. Experience, education or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE:
Applicants applying at the GS-12 level must have 36 months of general and specialized experience, education, or training controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. Experience in rescue operations. Experience in detection, reduction, or elimination of potential fire hazards. Experience in operation of fire communications equipment. Experience in controlling hazardous materials incidents and/or developing, implementing, or providing training in fire protection and prevention. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
In accordance with Title 32 U.S.C., Section 709, compatible military skill requirements for each dual status position description. Prior to appointment, the applicant must meet and accept the eligibility factors for the compatible military AFSC/MOS classification and qualification.
