    Summary

    The National Field Office is responsible for the inspection of dairy products and dairy processing operations. The Equipment Specialist performs equipment sanitary design evaluations and plant survey inspections of dairy processing plants by evaluating plant premises, equipment, operations and products to determine compliance with official specifications and resulting eligibility for official plant approval.

    Responsibilities

    • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
    • The duties may include, but are not limited to:
    • Evaluates prototype or production models of equipment presented for review and makes recommendations for modification or correction to bring the equipment into compliance with U.S. specifications.
    • Consults with engineering firms on complex design and fabrication concepts. Is responsible for determining if equipment can be marketed as "USDA Accepted".
    • Conducts field review of sanitary designs for dairy and food commodity processing equipment and processing facilities.
    • Prepares written reports documenting the results of reviews and consultations.
    • Serves as an Agency representative on 3-A Sanitary Standards and Accepted Practices Workgroups and subcommittees.
    • Evaluates the plant's facilities, processing equipment, processing/packaging methods, sanitary procedures, and quality improvement programs for the raw milk used in the manufacture of dairy products.
    • Prepares detailed inspection reports covering a large number of carefully examined items.
    • Meets with plant management to explain plant evaluation and makes recommendations for correction of conditions that are not in compliance with specifications.
    • Selects representative samples of product for test weighing and for container and product quality examination; submits to the AMS Science Division Laboratory for chemical and bacteriological analysis.

    • Ability to detect abnormalities in the commodity or design features of equipment or blueprints through normal or corrected vision in at least one eye for distance, depth perception, and color;

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

    FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Observing and applying sanitary food handling practices.
    • Working with dairy processing equipment components and working parts.
    • Anticipating and meeting the needs of both internal and external customers.
    • Performing sanitary dairy plant survey inspections.
    • Performs onsite inspections of basic processing equipment designs for Dairy and Meat and Poultry for compliance with the applicable Sanitary Standard
    OR
    2 years of progressively higher level graduate education leading to a master's degree in Engineering or closely related field or master's or equivalent graduate degree

    Equivalent combinations of education and experience are qualifying for this grade level.

    .FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Knowledge of process schematics and engineering blueprints.
    • Analyzing, communicating and documenting design and fabrication concepts.
    • Applying standards and technical requirements to a product or process.
    • Provide consultation services to professional and technical clientele in technical capabilities, applications, and operational requirements of dairy processing and also meat and poultry processing equipment
    • Provide guidance to complex and unique equipment designs where no previous designed solutions are available.

    3 years of progressively higher level graduate education leading to a Ph.D. degree in Engineering or closely related field or Ph.D. or equivalent doctoral degree

    Equivalent combinations of education and experience are qualifying for this grade level.

    COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
