    This position is with the AMS, Commodity Procurement Program, Marine Debt and Finance Branch. You will serve as an Agricultural Marketing Specialist with a primary function of analyzing transportation and commodity losses and damages, determining liability, establishing and pursuing debts and claims.

    Responsibilities

    • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
    • The duties may include, but are not limited to:
    • Reviews and finalizes actions on debts by and against the Commodity Credit Corporation (CCC).
    • Develops, examines, and analyzes transportation loss and damage claims that arise from the shipment of agricultural commodities by rail, internodal, truck, barge, and ocean.
    • Reviews and takes action on contract disputes against vendors when their products do not meet contract specifications or when products are not properly blocked and braced for shipment.
    • Reviews and acts on loss/damage of agricultural products by warehouses.
    • Requests investigations by the Office of Investigation upon learning of the possible existence of criminal or civil fraud violations.
    • Ensures that debts are properly recorded in the applicable system(s).
    • Monitors vendors and warehouses that provide and store agricultural commodities.
    • Researches a large number of documents to determine liability for losses.
    • Determines amounts due under contracts, writes findings of facts for Contracting Officers, and assists in analyzing settlement offers received for cases falling under the Claims Disputes Act.

    To be eligible, applicants must meet one of the following requirements;
    • Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years.
    OR;
    • Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.

    Applicants must meet the following specialized experience and/or education requirements listed below:

    FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Experience reading, interpreting, and applying regulations and standard operating procedures.
    • Experience multi-tasking and working several assignments at the same time.
    • Experienced in applying analytical and evaluative methods.
    • Experience utilizing effective written and oral skills.
    OR; 1 full year of graduate level education in the fields of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management;

    OR; Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. For more details click: Superior Academic Achievement

    Equivalent combinations of education and experience are qualifying for this grade level.

    FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Experience making liability determinations in cases where there are many variables and competing interests.
    • Experience writing documentation defending case decisions/determinations.
    • Experienced in applying analytical and evaluative methods to cases concerning debts and financial liability.
    • Experience with transportation and/or distribution of commodities.
    OR; master's or equivalent graduate degree, or; 2 full years of progressively higher level graduate education leading to such a degree in the fields of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management;

    OR; LL.B. or J.D. if related.

    Equivalent combinations of education and experience are qualifying for this grade level.

    COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
    • If selected, official transcripts will be required prior to entrance on duty.
    • A Pathways Participant Agreement will be required if you are selected for a position. The agreement must be signed by all applicable parties prior to entrance on duty.
    • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
    • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
    • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
    • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
    • Selection will be at GS-1146-07/09 with the possibility of conversion to a term or permanent Agricultural Marketing Specialist, GS-1146-07/09, with promotion potential to the GS-12 level. Conversion eligibility and position is not guaranteed and depends upon the program unit's needs.
    CONVERSION REQUIREMENTS Recent Graduates may be non-competitively converted to a term or permanent position in the competitive service. To be eligible for conversion the Recent Graduate must meet all of the following:
    • Successfully complete at least 1-year of continuous service in addition to all requirements of the Program as outlined in the Participant Agreement.
    • Demonstrate successful job performance.
    • Meet the qualifications for the position to which the Recent Graduate will be converted.

    How You Will Be Evaluated

    Applicants who meet the eligibility requirements of the Recent Graduates program and the basic qualification requirements established for the position will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

    • Compliance
