    This position is located in the Department of Health And Human Services, Office of the Secretary of Health and Human Services, Office of Resource Management (ORM), Contracts and Grants Division, located in Washington, District of Columbia.

    Responsibilities

    • Lead/conduct pre/post-award contract functions including issuing solicitations, negotiation, cost/price analysis, and administration of contract for services, supplies, construction, architect-engineering services, equipment and/or commodities.
    • Use Unlimited Warrants and act as a Contracting Officer on contracts that are critical to the success of the division and/or organization.
    • Incorporate the required Federal Acquisition Regulations, Health and Human Services Acquisition Regulation, Code of Federal Regulations and other governmental regulations and policies in solicitations and contracts.
    • Serve as lead negotiator conducting negotiations with offerors within a competitive range for contract solicitations.
    • Assign workloads to ensure successful execution across Contracting team members; ensure workload is equally distributed; and assist in implementing lessons learned from major procurements/contracts to continuously improve operations.
    • Develop strategic plans with program officials to provide effective and efficient financial assistance management and contract management support.
    • Ensure receipt of proposals and/or applications adhere to required time limits and are handled properly.
    • Plan work to be accomplished by team members to include setting/adjusting short-term priorities; preparing schedules for completion of work; and assigning work based on scope of work, level of difficulty, and capability of team members.
    • Evaluate work performance of team members to provide feedback; and review/approve work products completed by team members.

    Qualifications

    All Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

    Basic Requirement:
    You must meet one of the items listed below (A and B, OR C):
    A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND B. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit transcript/or multiple transcripts)

    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. (Must submit SF-50 or multiple SF-50 to meet the exception from January 1,2000)

    Specialized Experience:
    GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service or equivalent public or private sector experience, that includes the following:
    • Leading teams in utilizing contract administration policies and procedures to administer and monitor performance on multi-faceted contracts covering major construction, architect, and engineering contracts.
    • Utilizing price/cost analysis techniques, such as learning curve analysis and cost/price estimating relationships to evaluate contractor's proposals, prepare pre-negotiation positions and/or to conduct post-award procurement actions.
    • Negotiating major unsettled change proposals, special agreements, and/or pricing arrangements.
    • Utilizing solicitation methods containing stringent technical evaluation criteria, and the use of various contract vehicles (e.g., fixed price, cost reimbursement, cost plus award fee or cost-sharing), to maximize an organization's advantage.
    • Serving as a Team Lead in collaborating with internal and external staff/teams to improve work processes or systems.
    • Communicating orally and in writing to resolve issues with internal/external officials, managers, supervisors, and employees.
    NOTE(s):
    Education: You must submit a copy of your college transcripts (official or unofficial) to document meeting the Basic Requirement.
    Experience: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education is not qualifying and cannot be substituted to meet the Specialized Experience requirement for this grade level.
    Exception Documentation: If meeting the Basic Requirement through exception, you must submit your SF-50 or multiple SF-50's dating back to January 1, 2000 as proof.)

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    This position requires specific coursework and/or a degree to meet the basic education requirement.
