    This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

    Responsibilities

    The primary purpose of the position is to serve as the Information Technology Specialist (INFOSEC).
    Typical work assignments include:

    - Developing assessment test plans, assessment reports and provides remediation or mitigation strategies.
    - Analyzing the validity of technology trend data.
    - Assessing cyber threats and vulnerabilities.
    - Utilizing techniques for detecting host and network based intrusions using intrusion detection technologies.
    - Implementing the organization's core business/mission processes.

    Qualifications

    To qualify at the GS-12 level, applicants must meet one of the following: A. have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1. Controlling authorization level for all personnel requiring user access to automated information systems.
    2. Evaluating the security impact of system changes to existing or proposed computerized systems.
    3. Conducting studies all new automated information systems equipment to prepare effective security
    procedures. 4. Ensuring compliance of automated information system security protocols and procedures.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - .Explaining technical information orally to non-technical audiences.
      Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    To qualify at the GS-13 level, applicants must meet one of the following: A. have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) Analyzing, formulating, and recommending policies, procedures and processes. (2) Applying IT systems security principles, security developments, concepts and methods. (3) Planning and coordinating the delivery of an IT security awareness training program. (4) Providing technical advice to management in project management principles and processing engineering concepts and methods.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.     National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
