    Summary

    This position is located in USAGM's Technology, Services and Innovation's, Digital Management Division. The incumbent serves as an IT Specialist (APPSW) and responsible for assisting the Director with the planning, design, and integration of computer hardware and software systems that are needed to conduct U.S. international broadcasting. He/she configures, installs, troubleshoots, and maintains devices and security of all digital media broadcast systems for producing newscasts globally.

    Responsibilities

    Duties include, but are not limited to:

    • Serves as the point of contact and leads all new IT program initiatives on new and efficient digital technologies that support existing systems.
    • Leads in resolving technical, functional, and workflow issues, with particular emphasis on integration with existing Dalet Plus technology, as well as other Legacy products.
    • Leads in evaluating and testing new versions and releases of digital media broadcast systems software, and in managing work of contractors to achieve results.
    • Maintains and implements a plan and options for all critical broadcast facilities, which will allow for timely restoration of end-users automated IT-based services.
    • Plans, organizes, and manages short- and long-term initiatives to provide comprehensive and responsive support and assistance to end-users in using multifunctional IT equipment.
    • Trains broadcast personnel on proper operation and techniques of using the various digital IT-based broadcast systems.

    Qualifications

    For the GS-14 grade level:
    Applicants must possess one (1) year of specialized experience equivalent to the GS-13 grade level that is in or directly related to the line of work of this position and was gained in the private, public, or federal sectors. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledges, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. This experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
    Specialized experience includes extensive experience involving:
    • Expert skill and experience in managing digital media hardware required for daily broadcasting newscasts;
    • Master skill in providing planning, design, and integration of related computer hardware and software systems for newscasts;
    • Expert knowledge of networking and storage requirements as it relates to a digital broadcasting news system;
    • Mastery and skill in managing various system required projects; including contract services, troubleshooting and diagnostic issues, while using project management skills to accomplish tasks; and
    • Provides information sessions and training on various forms of broadcast digital software and hardware.
    Experience must be IT related: The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four (4) competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    Desirable Skill: Skill working in a digital IT environment designed for global transmissions for newscasts.
