    The position is located in the Security and Governance Branch, Information Technology Division, Office of the Executive Director, Bureau of Educational and Cultural Affairs (ECA/EX/IT).

    Responsibilities

    • Manages and develops the framework for cyber and information security programmatic and oversight responsibilities that cross ECA, supported PD Bureaus, NGOs, and IRM.
    • Serves as the principal advisor to ECA and PD senior management , program/project managers, and ISSOs on all cyber and information security matters, budgetary and program planning needed to support cybersecurity programs.
    • Manages Branch operations, exercising responsibility for some of the following: (1) plans the work to be accomplished by subordinates; (2) advises, counsels, and instructs employees; and (3) evaluates work performance by subordinates.
    • For contracted work, analyzes benefits and cost of accomplishing work in-house versus contracting; recommends whether to contract; provides technical requirements and descriptions of the work to be accomplished; provides technical advice as needed.
    • Oversees/performs the full range of IT governance functions for ECA’s and PD’s IT operations , including planning and analyses of IT projects , programs, and services; strategic alignment of IT with the organization’s mission.
    • As a senior technical authority on IT policy, planning, and analysis, provides authoritative guidance to senior stakeholders and groups throughout the PD community. Click to edit Responsibility Click to remove Responsibility.

    Qualifications

    Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

    Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience in resource management, capital planning and advising on technical, operational, and administrative matters.  

    Experience in leading a team of IT security and government professionals.

    Experience in writing IT policies and conducting studies and/or serving on a study team for IT security related issues.

    Experience in IT program development, preferably experience setting up (establishing and implementing) an IT Security Program.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

    In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

    • Ability to assign, review, and supervise the work of others;
    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
    • Ability to adjust to change, work pressures, or difficult situations without undue stress;
    • Willingness to consider new ideas or divergent points of view; and
    • Capacity to "see the job through."

    Knowledge of Cybersecurity involving the security of operations in cyberspace.

    Ability to establish policies to reduce the cyber and physical infrastructure vulnerabilities of the Federal Government.

    Ability to direct a team of IT governance and security professionals.

    Ability to strategize and consult on appropriate IT strategies and security technologies, systems, and IT practices and business processes.

    Qualified candidates are assigned a score between 70 and 100.
