    Summary

    This position is located in the Office of the Deputy Inspector General for Mission Support/ CFO, Human Capital and Personnel Security (HC&PS), for the Treasury Inspector General for Tax Administration (TIGTA). This position reports to the Assistant Director of Human Capital and serves as a Human Resources Specialist providing technical expertise in developing, directing and evaluating TIGTA human resources policies and programs for employee relations and performance management.

    Responsibilities

    The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    - Ensures compliance with overarching policies established by Department of Treasury, OPM, and Executive Orders, as well as consonance with basic laws for employee relations, performance management, and related title 5, sections of the U.S. Code. 

    - Conducts complex TIGTA and Treasury wide studies consisting of reviews, research, and analysis of performance management, and employee relations issues.

    - Writes and issues recommendations, decisions, or responses to case-specific actions requiring TIGTA Chief Counsel involvement, including policy advisories and stakeholder inquiries from OPM, Treasury, and Congressional inquiries.

    - Makes recommendations for program improvements and develops new programs, procedures, and requirements based on knowledge of evolving Federal and public sector patterns.

    - Works closely with the Assistant Director Human Capital to recommend program changes or acquisition/realignment of resources in order to achieve mission goals and objectives.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

    - experience with employee relations and performance management sufficient to monitor and coordinate program processes; AND
    - research substantive decisions and interpret personnel policy, case law, and Federal regulations to ensure the appropriateness of penalties and regulatory compliance for adverse/disciplinary actions; AND
    - provide consultation and advisory services to managers and employees to respond to a wide range of performance based problems.


    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

    - experience providing guidance and procedural assistance to managers, supervisors, and employees to execute a variety of employee relations, performance management practices and procedures; AND
    - researching, analyzing, and applying Federal regulations, Bureau and Departmental or equivalent regulations, policies and precedents pertaining to disciplinary and adverse actions, grievances, or employee's rights and responsibilities.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-13, you must have been at the GS-12level for 52 weeks.

    For the GS-12, you must have been at the GS-11level for 52 weeks.

    CONDITIONS OF EMPLOYMENT
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.

    - You will be required to regularly report to the Duty Station listed above.  While teleworking is an option, approval is at management’s discretion based on duties, business needs, performance, etc.
    - Obtain and use a Government-issued charge card for business-related travel.
    - The employment of any candidate, including a current employee or a new hire, selected for this position is conditioned upon review/check of the candidate’s tax compliance.  Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
