    Summary

    The incumbent will serve as a Team Leader, identifying customers' information systems requirements; analyzing information systems requirements or environments, conduct analytical studies, cost-benefits analyses, or other research; evaluating and monitoring compliance with laws, regulations, policies and standards; identifying standards or requirements for business enterprise systems; participating in change control; and implementing information systems security plans and procedures.

    Responsibilities

    As a Lead IT Project Manager you will:

    • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
    • Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
    • Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
    • Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
    • Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
    • Monitor and report on the status and progress of work, checking on work in progress, reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met; and rate and sign performance appraisals based on standards established either by the leader or the supervisor.
    • Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
    • Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
    • Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
    • Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
    • Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
    • Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
    • Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures).
    • Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
    • Communicate team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards, and recognition.
    • Inform employees of available employee benefits, services, and work-related activities.
    • Manage information technology projects for the CIO related to any of the following areas: Application Management Systems, Integrated Services Support, Data and database Management Services, Business Analytics, and Software Engineering Services.
    • Direct a team of subject matter experts, business analysts, developers, data analysts, and database analysts, and/or project coordinators to produce a project plan in conformance with established capital planning procedures and agency guidance.
    • Provide functional leadership and oversight of technical net developers; ensure adherence to CDC technical standards; performs technical design and code reviews to ensure quality; represents the CIO on the Governance Council; leads implementation of appropriately tailored development methodologies such as Agile and iterative development within the EPLC governance framework.
    • Analyze the validation of IT needs and requirements, including data, access needs and security, to design and develop appropriate systems designs, access methods and information security controls.
    • Perform other duties as assigned.

    Qualifications

    • CDC Financial Disclosure -OGE form 450 Holding ourselves to a higher standard; the Centers for Disease Control and Prevention inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). This Information will be required annually.

    Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

    Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in providing design, and provide technical direction on information systems and resources to research and program staff within internal and external agencies, and state and local groups.

    Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
