WHAT YOU'LL BE DOING DAY TO DAY
As a Supervisory Public Health Advisor, you will use your knowledge of and experience with the Office of the Assistant Secretary for Preparedness and Response to optimize business results and customer experience by:
Incumbent will serve as the Supervisory Public Health Advisor, known within ASPR as the National Healthcare Preparedness Program (NHPP) Director.
Planning, assigning, and reviewing the work of subordinates. Establishing performance plans, evaluating performance and recommending personnel actions. Hearing and seeking to resolve employee complaints. Identifying and ensuring that staff training and development needs are met.
Providing administrative oversight and direction of all National Healthcare Preparedness Program (NHPP) activities including those related to planning, evaluation, and legislative authorities and requirements of the program.
Conducting meetings with senior executives of healthcare systems, State, local, Tribal, and Territorial health departments, national public health and healthcare associations, and other non-governmental organizations in order to understand healthcare preparedness practices to enable an informed and ready national healthcare system.
Providing fiscal and budgetary oversight of program operations and supervises the development and oversight of cooperative agreement grant programs administered through NHPP in accordance with HHS and ASPR regulations and policies.
Assisting in program decision-making on policy priorities and objectives, guiding the development of healthcare preparedness legislation, and representing ASPR, Office of Emergency Management and Medical Operations (EMMO) on legislative policy issues reflecting the future orientation of the NHPP.
Occasional travel - You may be expected to travel 10% of the time.

QualificationsWHAT WE ARE LOOKING FOR
Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service that includes performing three (3) of the following types of tasks: 1) Providing leadership and direction to a team on public health programs (e.g. biostatistics, epidemiology, health policy, social and/or behavioral science, environmental health sciences, etc.,); 2) Serving as a technical expert in program, performance, and/or compliance monitoring for a wide variety of complex grants and/or cooperative agreements; 3) Providing advice and assistance to State and local governments, and/or various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities; 4) Utilizing budgeting principles to monitor and oversee agency planning and budget formulation and execution.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
