    Summary

    This position is located in Smithsonian Institution, Office of Protective Service, OPS Training Academy. The employee provides instructional and training development work for the guard/security staff of the Smithsonian Institution.

    Responsibilities

    As a Training Instructor, the incumbent would perform the following duties:

    • Under the guidance of the supervisor, reviews course objectives, outlines materials to be covered, organizes methods of presentations and presents material to students of varied backgrounds and educational experience. Courses involve a large volume of procedural material, as well as practical, hands-on training and include, but are not limited to basic first aid and safety, cardiopulmonary resuscitation (CPR).
    • Develops and/or assists in developing examination questions and scenarios for testing. Discuss examinations questions and scenarios for testing. Discusses testing methodology and content associates and responds to comments/suggestions from other staff members or students. Conducts proficiency testing to assure concepts, facts, skills and abilities have been assimilated.
    • Communicates and schedules the expertise of personnel from other organizational elements and related local law enforcement agencies to ensure training components are in accordance with current regulatory requirements.
    • Stay abreast of changes to agency requirements, Federal laws and applicable local laws and ordinances and regulations.

    Physical Demands:

    The work is primarily sedentary, although the incumbent may stand for long periods of time when instructing. The incumbent also undergoes moderate exertion when building, setting up, or taking down training aids or demonstrations, as well as when conducting some classes, e.g. CPR.

    Experience:

    GS-7: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-5 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as researching information in order to assist with developing training; maintaining student and training records; and providing input to supervisor on recommending updates to training that may require modification and assists in developing training.

    Or Education: 1 full year of graduate level education or superior academic achievement.

    Or a Combination: Education and experience may be combined to meet the basic qualifications. For a full explanation of this option please see the Qualification Standards.     GS-9: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-7 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as preparing lesson plans and testing materials, selects training aids, study materials and other instructional materials; maintaining student and training records; identifying and recommending training modifications relating to scope and content of training material and methods of presentation; and assembling specialized training and job aids.

    Or Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    How You Will Be Evaluated

    Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

    1. Ability to provide advice and assistance to all levels of management on technical requirements, development, and planning of training.
    2. Ability to provide direction and develops course materials for the conducting of classroom instruction
    3. Ability to develop schedules and training plans for museum security officers.
    4. Ability to apply knowledge of Federal laws and ordinances to include safety procedures and regulations for security officers

    Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

    • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
    • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
    • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
