Assignees will fully work virtually until COVID restrictions are reduced. Office is supportive of full time virtual for non-local (no DC-Metro pay) assignees.
An assignee will work with other statisticians and senior staff in the Office of Immigration Statistics (OIS) to support and develop statutorily required reporting, research and develop reports and graphics supporting White House and DHS Leadership priority efforts, and provide statistical support for select projects. The specific focus for this assignment will be supporting OIS's effort to accelerate its core data processing from a quarterly to a monthly rhythm and to use OIS's comprehensive person-level statistical system of record to support end-to-end modeling of immigration enforcement and benefits adjudication. The assignee may also contribute to additional OIS analysis and reporting, including analysis of alien recidivism, alternatives to detention, non-immigrant overstayers, and DHS enforcement priorities, as well as improvements to OIS's population estimates and COVID-19 modeling.
Daily/general activities will include working in the SAS statistics package to process administrative data and selecting, modifying, and implementing statistical techniques to contribute to OIS reporting and analysis. Assignees with higher levels of statistical experience and/or immigration related experience will have a stronger role in planning analytical projects related to immigration issues with a specific focus on immigration benefits and enforcement. All assignees will be active in establishing and maintaining a working relationship with operational Components and other key stakeholders to accomplish work and provide advice on data-related issues.

A successful candidate and assignee is required to have SAS skills. Any interview type process will include an assessment of these skills in addition to other (optional) statistical capabilities.
Additionally, an assignee will be able to independently be capable of:
- Analyzing administrative data or large datasets;
- Implementing analytical projects requiring application of statistical theory and techniques;
- Evaluating statistical limitations of data
- Developing analytical projects requiring application of statistical theory and techniques;
- Recommending new or improved methods for analyzing data
- Developing statistical approaches to address policy research questions.
- Managing studies that included multivariate analysis, factor analysis and forecasting of populations;
- Implementing improved methods of data management to include methods of data masking, data anonymization, and linking data across datasets using a variety of software packages and routines; and
- Presenting statistical findings clearly as main contributor to senior leadership and/or in public forums

- Complete the DHS Training Course 15 days prior to the arrival to the JDA.
- Complete the DHS Joint Duty Assignment Progress Plan to include:
- Phase 1: Establish assignment objectives within the first 30 days of the JDA.
- Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
- Phase 3: Complete a final review within the last 30 days of the JDA.
- Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
- Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).

The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP's purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.
The DHS JDP covers current Federal employees at the GS-13 through GS-15 grade levels and equivalent. The DHS JDP does not apply to members of the military service or contractors. JDAs do not offer Temporary Promotions.
