    This recruitment is for one position with the VHA Regional Procurement Office West, Network Contracting Office (NCO) 20, located at Vancouver, Washington.

    Responsibilities

    Program Application Specialist/ PD# 20009-O

    Performs orientation of new employees to NCO software applications, databases and functions. Provides training for individuals, groups and to new users of automated systems. Responsible for the Automated Data Processing Applications Coordinator (ADPAC). Develops and coordinates compiling statistical and informational data. Aids in the management of all program resources, including budget preparation, human resources and the acquisition of internal supplies and equipment. Defines training procedures, researches and develops training program and makes recommendations to endure training support is effective and efficient. Reviews daily operations of the program and apprising the supervisor as to problem areas, corrective action to be taken and the monitoring of those actions once completed. Assists in the development of guidance material so the Network Contraction Offices and other eCMS, FPDS, IFCAP and data systems users. Serves as program's policy and reports control officer assuring that guidance is incompliance with existing directives and that report requirements are met in a timely and qualitative manner. Performs other related duties as assigned.

    PHYSICAL REQUIREMENTS: Work is primarily sedentary with occasional walking, bending, standing, and carrying of light items.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, March 19, 2021.

    Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-11 position you must have served 52 weeks at the GS-9 level.

    Basic Requirements for GS-11: There are no basic requirements for this position

    Specialized Experience GS-11: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized include: Ability to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the NCO operations carried out by administrative and technical personnel. Knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources (people, acquisition software applications, IT equipment) in the areas studied. Ability to review proposed solutions for estimated costs and technical feasibility to support specific training design is required. Knowledge of instructional design and training techniques necessary to develop effective, appropriate modernization strategies to implement technology-based and distance learning training. Knowledge of e-CMS, IFCAP, FPDS and other related acquisition software applications.
    -OR- Ph.D., equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
    -OR- Combination of education and experience.

    How You Will Be Evaluated

    Competency 1 - Knowledge of acquisition software applications used to create government contracts, enter purchase orders, report contract awards, and mine for data.

    Competency 2 - Ability to provide leadership and train others in the use of software applications.

    Competency 3 - Ability to manage digital information, create logical electronic filing structures, manage user access, create various reports, and systematically back-up critical information for a department using a Microsoft operating system and productivity software.

    Competency 4 - Ability to communicate both orally and in writing.
