    This vacancy is for a STATISTICIAN (DEMOGRAPHY) position in the ASSOCIATE DIRECTOR FOR DEMOGRAPHIC PROGRAMSlocated at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line – Suitland Station.

    This Job Opportunity Announcement may be used to fill other STATISTICIAN (DEMOGRAPHY), GG-1530-13, FPL-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

    For permanent Census employees, this is a competitive temporary promotion opportunity not to exceed (NTE) 1 year or 9/30/2022, whichever comes first; this temporary promotion may be extended or terminated earlier. At the conclusion of the temporary promotion, the permanent Census employees will return to their position of record.

    For all other Department of Commerce (DOC) employees, this is a competitive temporary appointment opportunity not to exceed (NTE) 1 year or 9/30/2022, whichever comes first; this temporary appointment may be extended or terminated earlier. 

    A probationary period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a BARGAINING unit position.

    Relocation expenses may be paid.

    Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report.  Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

    Qualifications

    Minimum Education Requirement:

    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.  Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.    

    NOTE: 
    Additionally, to receive credit for coursework that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach a copy of an official course description that clarifies the course has statistical content, or written documentation which must be on official school letterhead from a professor or a school official verifying that the content of the course has either met the 50 percent statistics course requirements or was a statistical course. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

    Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    In addition to the above requirements, you must also meet the following requirements.

    Specialized Experience: 

    For GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal services. 

    Specialized Experience: applying statistical theory and techniques to plan and organize processing data for large-scale censuses or surveys; analyzing information to evaluate significant and critical factors to solve complex problems, draw rational inferences based on statistical data, and prepare comprehensive reports.

    Education cannot be substituted for experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    CTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
