This position is an episodic, intermittent position with irregular or occasional work hours, and you are only compensated for time worked. You also may not hold dual federal employment.
This position is located with the Incident Management Team (IMT). The mission is to effectively and efficiently manage the deployed resources in the field and to coordinate the activities of those resources to ensure successful completion of assigned missions. The IMT is activated when federal health service/missions are assigned in support of federal, state, local, territorial, and tribal requests for support during potential or actual natural or man-made emergencies, incidents, or National Special Security Events (NSSE). The IMT is scalable and may be tailored to meet the needs of the disasters, emergencies, incidents, or events. The IMT can respond with a short activation notice, deploy in support of response operations by rapidly establishing operating capability and assume control over public health and medical resources activated.
Duties include, but are not limited to:
Responsible for tracking and addressing all Requests for Information (RFI), monitoring Information Management email inboxes, and coordinating with other Incident Management Team (IMT) sections to collect, analyze, and synthesize critical incident information.
Produces situation reports, and other products as requested by the IMT to meet mission requirements.
Works closely with Planning Section to gather and provide information for the development of the IMT Incident Action Plan (IAP).
Maintains daily records for use by IMT's Command and General staff, including action plan, situation reports, and activity logs, and ensures that team members stay informed of mission objectives and status changes.

QualificationsDuring deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field-based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.
To qualify for this position, you must meet the following requirements:
Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service managing and deploying all emergency management practices during a public health emergency; assisting in developing protocols for responding to public health emergencies; and coordinating administrative activities related to the implementation of emergency response teams.
Ph.D. or equivalent doctoral degree
Have 3 full years of progressively higher level graduate education leading to a Ph.D or equivalent doctoral degree.
Have a combination of education and experience as described above.
In addition to meeting the specialized experience applicants must have:
Advanced proficiency in Microsoft Outlook, Excel, Word, and PowerPoint with the knowledge and ability in configuring email settings, managing email resource mailboxes, scheduling meetings, creating pivot tables, utilizing formula functions, filtering tables, formatting options and page setup, building and editing templates, tracking changes, creating custom slides and templates, and constructing interactive documents and presentations with hyperlinks.

Ability to monitor, collect, organize, and adapt data into workable plan of action ensuring that emergency activities are properly coordinated, approved and documented. Initiative to identify data gaps, and then identify potential solutions and data sources.
Ability to analyze complex information and provide solutions to response team support staff during emergencies.
Skill in oral and written communications sufficient to prepare and present briefings, provide instructions, formulate operational plans, and compose a variety of reports.
Ability to work both independently and as a team member and establish strong working relationships using diplomacy.
