    Responsibilities

    As a General Engineer/Physical Scientist, you will:

    • Conduct walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas. Ensure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations.
    • Monitor integrated and complex systems involving: unique equipment, facility designs, operations and processes, a variety of human factors, and dangerous operations and processes.
    • Ensure contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations.
    • Ensure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations.
    • Make contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements.
    • Serve as the primary interface between local NNSA/DOE management and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation.
    • Observe, appraise and evaluates contractor performance through surveillance, field observations, and the evaluation of operational integration of production, environmental compliance, maintenance, utility operations, quality of performance, and industrial, radiological and/or nuclear safety.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    In addition to the positive education requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 (EN-00/NN-02 for NNSA Demonstration Project employees).

    Specialized experience for this position is defined as experience supporting a team that provides guidance, oversight or technical evaluations of contractor operational and implementation plans that could impact the safe operation of industrial, nuclear or non-nuclear facilities and or/operations. 

    Examples of specialized experience include: Evaluating compliance with health and safety operating systems, processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance and construction, quality assurance, safety, health, and environmental activities, design, construction, maintenance or operational activities.

    Education may not be substituted for specialized experience.

    1. Knowledge of the safety analysis report and systems of the assigned facilities sufficient to draw from memory a diagram of safety systems and describe the basis, function, and operational characteristics of the system in the event that emergencies preclude immediate access to the relevant plans and specifications.

    2. Knowledge of the current status of safety systems is required to be maintained through continuous site presence.

    3. Knowledge of NNSA/DOE policies and orders, and national codes, regulations and standards in the areas of industrial safety, environmental protection, worker health and safety, nuclear/nuclear explosive safety, and/or quality assurance.

    4. Ability to interpret, apply, and enforce these guidelines in the context of operations in assigned Defense Nuclear Facilities.

    5. Skill in communicating orally in order to maintain constant surveillance and effective communications with M&O contractors, site managers, and federal, state, and local regulatory agencies and other stakeholders.

    6. Skill in communicating in writing in order to maintain constant surveillance and effective communications with M&O contractors, site managers, and federal, state, and local regulatory agencies and other stakeholders.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. You will receive credit for all qualifying experience, including volunteer experience.

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum.
