The primary purpose of the position is to serve as a Supervisory Human Resources Specialist (Talent Management). Typical work assignments include:
- Assesses program development and effectiveness, determine appropriate evaluation and measurement techniques, identify significant programs or resource issues, and improve management processes and systems as it relates to the Agency's HR Staffing, Classification, and Personnel Operations; works closely with Workforce Planning and Data Analytics and Information Systems to collect and coordinate aggregate data for talent pool and translate those data into insights through data analysis that drives deliberate action plans at the appropriate levels
- Leads a diverse workforce executing supervisory duties such as actively guiding subordinate supervisors (if any) in the accomplishment of the performance management program; sets work schedules and holds staff accountable. Ability to manage a diverse organization by motivating, recognizing, and rewarding high performance; training staff and managing workload
- Coordinating diversity events in areas relating to outreach, social media recruitment, workforce planning, marketing, and recruitment; develops effective sourcing and recruitment strategies that result in a bench of highly qualified talent to advertise agency's opportunities; develops effective relationships with the organization and the hiring community (colleges, universities, associations, etc.) to have influence and impact on the recruitment process and hiring; uses professional association websites, commercial websites, journals and other publications reaching a diverse audience to advertise agency opportunities
- Manages and coordinates CISA-wide efforts to ensure that recruitment and onboarding programs are developed and managed using data-driven focus that sets priorities for improvements aligned with ongoing strategic imperatives; conducts comprehensive programs for orientation program including scheduling sessions; consulting with candidates and new hires; providing resources to new hires pre- and post-employment; conducting a sponsorship program; preemployment coordination and paperwork; gathering and assessing candidate experience feedback; and monitoring new hire turnover and retention rates
- Conducts full lifecycle recruitment in sourcing the best talent for the organization; educating applicants on how to apply for Federal jobs; developing strategies to encourage highly-qualified candidates to relocate to regions where agencies have vacancies (e.g., using internship programs and career development programs to give employees an opportunity to try another location, as well as maintaining effective programs for retention, promotion, and succession planning

QualificationsYou qualify for the GS-15 grade level (starting salary $144,128.00) if you possess one year of specialized experience at the GS-14 grade level performing the following duties:
- Ensuring that staffing and recruitment work completed by subordinate staff is in compliance with regulations and guidelines
- Demonstrates knowledge of human capital program management and in-depth knowledge of trends and best practices in human capital management; in-depth knowledge and understanding of organizational culture and organizational behavior
- Developing new methods and approaches in planning, integrating and evaluating complex human capital management program goals and objectives
- Planning, organizing and executing a variety of difficult and complex assignments during strict time and resource constraints
- Demonstrates a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
