This Supervisory Program Manager position is located in the Acquisition Program Management (APM), Transportation Security Administration (TSA), Department of Homeland Security (DHS).
Major Duties include but are not limited to:
- As principal point of contact, determines objectives and strategies to meet CTD and Branch goals and objectives. Interfaces with executive and senior level internal and external stakeholders such as the TSA Component Acquisition Executive, Requirements and Capabilities Analysis (RCA), Security Operations (SO), Department of Homeland Security (DHS) Science and Technology (S&T) Directorate, academia, industry and other government agencies and stakeholders in the areas of passenger screening technology applications for transportation security.
- Plans, initiates, and oversees complex and comprehensive evaluations for the review and analysis of proposed costs, program strategy and schedule development, and performance of aviation checkpoint screening technology inclusive of drafting guidance and providing direction. Work is typically governed by established policies, procedures and mission objectives which often leave a considerable amount of room for discretion. Works under the minimal direction of a manager or executive, performance is reviewed for significance of accomplishments, attainment of organizational goals, and customer satisfaction with products and quality of service.
- Develops and determines rationale for capability enhancements, growth paths, and examines various potential implementation options prior to finalizing strategies and plans. May represent TSA externally as a primary point of contact for policies, procedures or other project and/or program purposes.
- Manages short- and long-range planning activities that include multi-year work plans that are the products of CTD programs, and applies expert knowledge of budget, human resources, and applicable of policies and procedures to develop and approve solutions to current and anticipated problems. Independently establishes new policies/procedures or makes exceptions to policies/procedures that impact the strategic objectives of Acquisition Program Management and the Checkpoint Technologies Division.
- Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave. Participates in manpower surveys and reorganization study groups, as required. Makes functional assignments establishing controls necessary for effective management, or to provide data for management purposes. Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA’s human resource and Equal Employment Opportunity (EEO) program policies.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
- Experience leading and applying organizational concepts, principles, techniques, systems, and procedures program management; and)

- Aligning research/development and assessment of new capabilities to allow identification and evaluation of appropriate technologies that will offer maximum security benefits.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
