    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) TITLE 32 INDEFINITE, Position Description Number NGD2009000 and is part of the NH ARNG DCSPER, National Guard.

    Responsibilities

    The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel
    Services Section.

    • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
    • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
    • Selectee will be required to wear the military uniform.
    • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
    • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
    • Males born after 31 December 1959 must be registered for Selective Service.
    • Federal employment suitability as determined by a background investigation.
    • May be required to successfully complete a probationary period.
    • Participation in direct deposit is mandatory.
    • Applicant will be required to perform duties one day a week at the Littleton Readiness Center in Littleton NH.

    Qualifications

    Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.     Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position.

    GENERAL EXPERIENCE: Must have a validated understanding of the basic principles and concepts of the occupational series and grade. Skilled in collecting and analyzing data effectively, efficiently, and accurately;
    Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, 200 Skilled in applying procedures and directives by reading and interpreting program material.

    SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

    Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

    THIS IS A NATIONAL GUARD TITLE 32 INDEFINITE EXCEPTED SERVICE POSITION

    The National Guard is the oldest component of the Armed Forces of the United States. Since the earliest American colonial days, citizens have joined together for collective defense. We have a proud tradition of coming to the aid of our friends and neighbors in times of serious emergencies.

    This is an indefinite position, with a time limit determined by the needs of the agency. Current technicians selected will retain the appointment status they are currently in, (i.e., Permanent or Indefinite) and will be placed on a temporary promotion or other appropriate personnel action if selected for this position. Area 2 will be tenure 3. Not to convert to permanent unless incumbent denies USERRA rights or is allocated to a different position.

    OPEN TO AREAS 1, 2 and 3.

    Area 1 - Permanent or Indefinite Military technicians currently employed with the New Hampshire National Guard. (This area includes New Hampshire National Guard AGR's who have USERRA rights back to a technician position).

    Area 2 - Active Guard Reserve or temporary technician or M-Day Soldiers and Airmen currently serving in the New Hampshire National Guard.

    Area 3 - Individuals eligible for immediate military membership in the New Hampshire National Guard as a military member in the military grade/rank listed in this announcement.

    This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG).
