    Summary

    The Foreign Agricultural Service (FAS) of the U.S. Department of Agriculture (USDA) works to improve foreign market access for U.S. products, build new markets, improve the competitive position of U.S. agriculture in the global market place, and provide food aid and technical assistance to foreign countries.

    Responsibilities

    • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
    • The duties may include, but are not limited to:
    • Provides scientific advice to the agency, trading partners, other agencies, and the industry in one or more of the following agricultural trade areas: pesticides, contaminants, toxicology, plant health and food safety.
    • Contributes to the development of U.S. policies and strategies related to agricultural sanitary and phytosanitary and technical barriers to trade and the integration of scientific contributions, addressing scientific versus policy objectives.
    • Develops responses to other U.S. agencies, as well as non-government stakeholders and related organizations, in the resolution of extensive and highly visible SPS and TBT agricultural trade questions and problems.
    • Analyzes relevant information from scientific and academic papers and applies information to discuss and improve programmatic study and analyses in support of agricultural trade issues.
    • Represents the agency as a technical expert in the assigned field of scientific study at conferences, meetings, and with international standard setting bodies and other government agencies.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

    BASIC REQUIREMENT: Degree: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position.

    Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

    FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Experience with biology or related scientific fields such as biochemistry, food science, plant science or pathology.
    • Application of statutes and legislation governing U.S. agricultural trade sufficient to resolve complex problems.
    • The modification or adaptation of standard scientific analysis processes and procedures, assess, select, and apply remedies suited to the assigned problem or situation.
    • Application of agricultural regulatory requirements in reviews and studies and in providing advisory and/or specialized services to the agency and industry stakeholders.
    • Performance of complex tests and/or procedures that require using highly specialized methods or techniques; recognize and identify unusual and diverse entities, occurrences, or investigative outcomes relevant to the program area.
    • Modification or adapt established protocols and procedures in response to test or study findings.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
