    Summary

    If selected for the position, you will serve as the principal point of contact with the Service Applicants regarding certification of examination of export work records, billings, grain inspection certificates, appeal applications, and related documents, commodity and rice inspection document processing, and for the clerical activities associated with the licensing of official agency and contract sampler programs.

    Responsibilities

    • The duties may include, but are not limited to:
    • Responsible for detailed examination of export work records for correctness in order to generate export certificates and other supporting documentation.
    • Apply the above knowledge to export work records to make a decision on the correctness of said work records before generating export documents.
    • Direct inquiries of an unusual nature to the Field Office Manager (FOM) and draws upon experience in resolving the more difficult situations that occasionally arise.
    • Collects billing documents from all service locations. Reviews for accuracy and monitors against elevator contracts to recognize and resolve discrepancies.
    • Validates and analyzes alert reports to resolve discrepancies generated by the system (missing in and outs, absences, etc) Enters data slips in a timely manner.
    • Reviews request for Federal appeals of grades assigned by licensed inspectors and agricultural commodity graders; assembles and types appeal certificate for FOM's signature.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

    TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

    FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Find solutions to complex problems that involve administrative systems and impact program operations and develop solutions to those problems.
    • Executing of a variety of administrative functions (e.g., budget, procurement, property, personnel, administrative services, record keeping) and the ability to interpret policies and guidelines pertaining to these areas.
    • Prepare or review travel for the field office.
    • Establish and maintain the field office records and files management system.

    Note: There is no education substitution for this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    For CTAP & ICTAP, well-qualified means that the applicant meets the qualification standard and eligibility requirements for the position, meets basic qualification requirements, meets all selective factors where applicable is able to satisfactorily perform the duties of the position upon entry, and is rated at 85 or above on the applicant assessment.
