Performs liaison role with other Federal agencies and national organizations with the responsibility for providing the Administration on Aging (AoA) and Administration for Community Living (ACL) interagency activities.
Identifies policy issues impacting older Americans and make recommendations to the Office Director.
Serves as project officer for grants and contracts in assigned area, responsible for the review of proposals, monitoring of grantee and contractor in fulfilling requirements of grants/contracts.
Provides assistance to other Federal agencies, private agencies and individuals seeking information about older Americans, including Native American elders.
Basic Qualification Requirements for All Grades:
.A. Must have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position.
OR
B. Must have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Must have at least four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

For GS-09 Grade Level:
A. Have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service that included interpreting regulations and policies; conducting research and analyze data; planning, scheduling and conducting projects, work processes, and/or administrative activities.
OR
B. Have at least two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in behavioral or social science; or related disciplines appropriate to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study.
OR
C. Have a combination of experience as described in "A" above and graduate education as described in "B" above.
For GS-11 Grade Level:
A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes serving as a project officer for grants or contracts, including monitoring of performance, and oversight; utilizing project management techniques to plan, schedule and conduct projects, work processes, and administrative activities; developing and maintaining relationships to promote the exchange of information impacting policy on the aging community.

B. Have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in behavioral or social science; or related disciplines appropriate to the position. Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes analyzing legislation and proposed policy changes to determine impact on current operations; serving as a project officer managing grants or contracts, including monitoring of performance, and oversight; developing and maintaining relationships to promote the exchange of information impacting policy on the aging community.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
