Participates in planning, implementing and coordinating all aspects of the prescribed fire and fuels management program.
Provides technical assistance in program direction, short- and long-range planning; budgeting; and, managing wildfire suppression, fuels management, and prescribed fire programs.
Researches the effects and behavior of prescribed fire to assist in the development of short-term fire management objectives and strategies.
Evaluates prescription treatments, monitoring methods, and new technologies and, as appropriate, makes refinements to improve the organization's effectiveness.
Develops and recommends plans and schedules for prescribed fire, wildfire response, and fuels treatment projects.
Plans, conducts surveys and evaluates data to develop prescriptions for prescribed fire and wildfire response.
Plans and conducts project assessments which determine the presence or absence of hazardous wildland fuels.
Implements and participates in the technical aspects of the prescribed fire operations, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the standards specified and in accordance with regulations, policies, and guidelines.
Conducts fuels management inventories and monitoring to document presence, amount, and types of hazardous fuels.
Conducts field reconnaissance of prescribed fire/fuels treatment units, summarizes field findings and makes recommendations on appropriate prescriptive criteria for meeting land management objectives.
Identifies and provides for training needs to support prescribed fire and fuels management programs.
Responsible for the on-the-job safety and health for self and other employees.
Physical Demands/ Work Environment:
Duties involve rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on the incumbent during fire activities. The work is primarily performed in forest and range environments in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions, etc. Temperatures vary from above 100 degrees Fahrenheit to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances.

QualificationsThis key fire management position is a categorized under the Interagency Fire Program Management (IFPM) Standard as a National Wildlife Coordinating Group (NWCG) qualification of Task Force Leader (TFLD) and Incident Commander Type 3 (ICT3), or Prescribed Fire Burn Boss Type 2 (RXB2). Prior experience in wild land firefighting is required in order to carry out the duties of this position. You will not be considered for this position if you do not have prior wild land firefighting experience.
The maximum age is 37 (except for veterans preference eligible). Individuals must be selected for these positions prior to their 37th birthday. Qualified preference eligible may apply and be considered for vacancies regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307, unless the hiring agency has determined age is essential to the duties of the job.
Only experience and education obtained by 05/22/2020 will be considered.You may qualify at the GS-08 level, if you fulfill one of the following qualification requirements:
A. Have one year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability by performing range or forest fire control, prevention, or suppression work. Examples of qualifying specialized experience include leading firefighting crews in prescribed burning and wildfire suppression field operations and leading wildland fire suppression, preparedness, prevention, monitoring, hazardous fuels reduction and prescribed fire as wildland firefighter crewmember; OR
B. Have one full year (18 semester hours or equivalent) of graduate level education in an accredited college or university in one of the following related fields forestry, agriculture, range management or conservation, wildlife management, or wildland fire science. The education must demonstrate the competencies necessary to do the work of this position; OR
C. Have a combination of education and experience as listed above.
You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A. Have one year of specialized experience equivalent to the GS-08 grade level in the Federal service that demonstrates your ability by performing range or forest fire control, prevention, or suppression work. Examples of qualifying specialized experience include leading firefighting crews in prescribed burning and wildfire suppression field operations and leading wildland fire suppression, preparedness, prevention, monitoring, hazardous fuels reduction and prescribed fire as wildland firefighter crewmember; OR
B. Have a master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, in one of the following related fields forestry, agriculture, range management or conservation, wildlife management, or wildland fire science. The education must demonstrate the competencies necessary to do the work of this position; OR
C. Have a combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

3. General knowledge of natural resource management principles and practices and an understanding of the interrelatedness or applicability to fuels and wildfire management to participate in the technical aspect of preparing prescribed fire plans, fire effects monitoring plans, manual and mechanical hazardous fuels treatments, and smoke and wildland fire monitoring plans in order to reduce wildfire risk and meet land use plan objectives.
4. General knowledge of fire ecology principles and the effects of fire on natural resources as they apply to local fuel and vegetation types, weather, fire behavior and the methods used to monitor, analyze, and predict fire behavior.
