This position is located in the Office of the Chief Counsel, Washington D.C. The incumbent serves as Senior Counsel and is responsible for providing legal opinions, advice, and counsel on all programs and legislative activities of the Bureau and reports to the Treasury General Counsel through the Assistant General Counsel (General Law and Ethics). The major responsibilities of the Bureau are defined in Title 31 of the United States Code.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-As Senior Counsel, the incumbent has responsibility for the most difficult and complex legal issues arising in connection with the operations of the Bureau of Engraving and Printing. Since assignments may be in any area of the agency's responsibilities, the incumbent must have substantive knowledge of the Bureau's operations, Federal procurement law, Federal labor and employee relations law, and matters arising from the agency's personnel management program.
-Perform exhaustive and detailed research on complicated legal matters and recommend a course of action to the Chief Counsel and, on occasion, to Bureau senior management officials.
-Analyze, research and reach conclusions on extremely difficult and complex factual, legal, and policy issues; apply the pertinent laws, regulations, decisions and such other precedential materials as may be available to him/her in order to reach his/her conclusions; and examine problems on which the Bureau Director, the Chief Counsel, or other senior Bureau officials will act.
-Draft legal opinions in memorandum or letter form addressed to the various Bureau offices served by the Office, to pertinent Departmental offices, or to other agencies, Federal and States, or members of the public.
Occasional travel - 6 to 10 nights per year.

Education Requirements for the 0905 series:
Law Degree: Applicants must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA)
Bar Membership: Applicants must currently be an active member in good standing of the bar in any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicant must provide proof of bar membership.
Specialized Experience: For the GS-14, you must have 24 months of pertinent legal experience at the GS-13 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
-Examples of such experience might include: Considerable experience in acting as an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for complex judicial or administrative proceedings, advises on matters involving general law to include personnel and labor law.
For the GS-13, you must have 18 months of pertinent legal experience at the GS-12 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
-Examples of such experience might include: Experience assisting an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for judicial or administrative proceedings, research matters involving general law to include personnel and labor law.
For the GS-12 you must have 12 months of experience at the GS-11 level, or equivalent level of difficulty in the Federal service or private sector that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
-Examples of such experience might include: acting as an agency or client representative in administrative or judicial proceedings; preparing drafts of legal briefs for court proceedings; drafting legal memoranda regarding effects of proposed legislation or regulations; and drafting briefing papers on complex legal issues for senior government officials or private sector clients.
For the GS-11 you must be a law school graduate with a J.D. degree and be admitted to the bar. In addition, you have to have one of the following:
- 52 weeks of experience as a practicing attorney at the GS-09 level, or equivalent level of difficulty in the Federal service demonstrating outstanding written and analytical work; OR
- Held a judicial clerkship; OR
- Have an LL.M. degree that required one full year of graduate study; OR
- Have superior law student work or activities.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
