This position is located in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Democracy, Conflict and Humanitarian Assistance, Office of Transition Initiatives (DCHA/OTI).
The Incumbent serves as the Deputy Director of the Office of Transition Initiatives (OTI). OTl's mission is to help local partners advance peaceful, democratic change in conflict-prone countries. OTI works on the ground to provide fast, flexible, short-term, high-impact projects that increase momentum for peace, reconciliation and reconstruction.
OTI programs operate in complex and highly varied political, economic and social circumstances, which require diverse, sophisticated, senior-level staff. Given the variety of environments in which OTI operates, including conflict, post-conflict and incipient conflict, the Deputy Director oversees the establishment and supervision of teams who work in numerous adverse and challenging circumstances. The Deputy Director must be familiar with these types of environments to ensure that teams possess the appropriate mix and level of skills to deliver high-impact projects, flexibility in a broad range of humanitarian, transition and development circumstances.
As a Supervisory Program Manager (Deputy Director), your duties will include:
- Overseeing Office operational contingency programs in countries around the world, with teams responsible for budgets for various countries.
- Supporting the peace and reconciliation processes; human-rights monitoring; media-development; community-based political and economic support; and assistance before, during, and after elections.
- Conceptualizing and coordinating innovative and rapidly-changing programs that reflect the Office’s mandate to identify cutting-edge approaches to transitional situations. Serving as an Agency expert; overseeing programs with major national missions or functions and makes recommendations on, and resolves, precedent-setting issues of programmatic efficiency and effectiveness.
- Analyzing and evaluating existing, new, and emerging functional requirements of programs, including operational standards and measures of effectiveness.
- Providing policy guidance based upon an ability to analyze transitional situations in light of broader USG policy goals. Provides direct policy advice and guidance to senior USAID management on the approach, content and duration of transitional activities undertaken by the Agency. Exercises strong leadership within the Office, other parts of USAID and other Federal Departments and Agencies to develop policy and program options.
- Conducting organizational planning studies designed to improve management systems and solve problems that involve mission-critical policies, workload, resources, procedures, and methods. Overseeing country programs worldwide that involve complex, field-driven, rapid-response activities with frequent changes in priorities, and realigns human and financial programmatic and management structures accordingly.
- Applying broad experience with post- conflict transitions and related emergency programming to develop analyses of organizational needs.
- Performing the administrative and human-resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, and clearly communicate them through the formal employee performance-management system.

You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
