    Summary

    This position is located in the Department of Commerce, Office of Trade and Economic Analysis (OTEA), Washington, District of Columbia. The primary purpose of this position is to provide leadership and direction for major divisions of important economic programs.

    Local Commuting Area: You must work within 50 miles of the local commuting area.

    • Maintaining and ensuring the quality of OTEA's technical capabilities.
    • Providing technical, statistical and analytical assistance to Industry and Analysis and other units in the International Trade Administration.
    • Preparing international trade and economic background and briefing materials for senior executive officials to use in policy development and promulgation.

    Qualifications

    Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

    Basic Requirement: You must meet one of the items listed below (A or B):

    A.
    Possess a bachelor's degree or higher in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Must provide transcripts.)

    B. Possess a combination of education and experience in courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. (Must provide transcripts.)

    AND

    Specialized Experience:

    GS-15: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing the following duties:
    • Applying economic theory, methodology, and statistical procedures to establish concepts, theories, programs, or resolve economic problems utilizing computable general equilibrium and/or input/output modeling techniques;
    • Analyzing international trade policy or economic policy to present findings; and
    • Researching and analyzing economic issues to write, edit, plan, and coordinate economic analyses.

    Time-in-Grade Requirements:
    Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

    NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position requires specific coursework and/or a degree to meet the basic education requirement.     Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for SECRET clearance as a condition of placement in this NONCRITICAL-SENSITIVE position.     How You Will Be Evaluated
